| Employment is the most basic livelihood,and high-quality employment is the main indicator reflecting the level of economic development and social security in a region.At present,China’s economy has entered the New Normal of high-speed development,and the scale of migrant workers has increased year by year.Improving the employment support system for migrant workers and strengthening the support for migrant workers’ employment are important requirements of the report of the 20 th National Congress of the Communist Party of China.Public employment services,as one of the main components of public services,are an important way for the government to stabilize and expand employment.In recent years,Gongzhuling City has attached great importance to the employment of migrant workers.While implementing the requirements of relevant documents,it is actively exploring more practical measures,such as vigorously carrying out employment and entrepreneurship guidance,conducting vocational skills training,and sending workers to the countryside and communities to ensure the implementation of employment policies.This article is based on the development situation of Gongzhuling City,combined with the work practice of Gongzhuling City,to study and analyze the problems of public employment services for migrant workers.It elaborates on the current situation of public employment services for migrant workers in Gongzhuling City,and uses methods such as literature research,survey research,and in-depth interviews to discuss the relevant concepts and theoretical foundations of farmer workers and public employment services.It is found that the construction of public employment services for migrant workers in Gongzhuling City has achieved certain results,However,there are still problems such as low awareness of public employment services among migrant workers,mismatched abilities and job requirements of migrant workers,unclear work content of public employment services for grassroots migrant workers,and insufficient construction of information networks for public employment services for migrant workers.Combining new public management theory,labor market segmentation theory,and public service quality management theory,using the analysis framework of public employment services,drawing on advanced domestic practices,and summarizing experience,suggestions have been proposed to promote and implement public employment service policies for migrant workers through multiple channels,improve the proportion of migrant workers’ job positions,standardize the functions of grassroots public employment service institutions,and optimize the functions of public employment service platforms for migrant workers. |
