Research On The Flexible Employment Personnel In Siping Area To Participate In Basic Old-age Insurance For Urban Workers

Speaking at the 28 th group study session of the Politburo of the Communist Party of China,General Secretary Xi Jinping stressed the need to improve the social security system for migrant workers,people in flexible employment and those in new occupations.With the annual increase of flexible employment in the four levels,their pension security should be paid enough attention to.Seen from the level of economic development,Siping region is in the middle and lower reaches of Jilin province’s economic development,but there are a large number of flexible workers,however,the proportion of flexible workers participating in the basic old-age insurance for urban workers is low,the future pension problems can not be guaranteed,and has a negative impact on the sustainable development of the social security fund.This paper analyzes the problems and causes of the participation of flexible employment personnel in Siping area,and puts forward some countermeasures to improve the participation rate of flexible employment personnel in Siping area and safeguard their legitimate rights and interests,so as to promote the sustainable economic growth in Siping area.This paper focuses on the participation of flexible workers in the basic old-age insurance of urban workers in Siping area,which is divided into six parts.The first part is an introduction.The second part mainly introduces the concepts of flexible employment and basic old-age insurance for urban workers and the theoretical basis of the research.The third part mainly analyzes the factors affecting the participation of flexible employment personnel in Siping area and the present situation of their participation.The fourth part uses literature research method,comparative analysis method,questionnaire method and interview method to reveal the problems of labor relations in the process of insurance participation of flexible employment personnel in Siping area,and analyzes the reasons for its formation.The fifth part draws inspiration from the typical experiences of Changchun,Xiamen and Chongqing.The sixth part combines the actual situation of Siping area,put forward the countermeasures such as optimizing the reasonable payment standard of flexible employment personnel,perfecting the supervision mechanism of the participation of flexible employment personnel in insurance and constructing the information sharing system of the participation of flexible employment personnel in insurance,so as to promote the participation of flexible employment personnel in basic old-age insurance of urban workers in Siping area.
