Research On The Educational Resource Optimal Allocation Of Rural Compulsory Education Under The Background Of The Double Reduction Policy

The General Office of the CPC Central Committee and the General Office of the State Council has issued a document called "The Opinions on Further Reducing the Burden of Excessive Homework and Off-campus Tutoring for Students undergoing Compulsory Education".As the latest requirement of education in the new era,it not only points out the direction for the further development of education,but also puts forward many new requirements and challenges.Education in rural areas faces more difficulties and challenges due to its weak foundation.Educational resources are highly dependent on public resources,and the main provider is county finance.Therefore,this paper takes W county as an example to study how to improve the overall service level of rural compulsory education through the optimal allocation of educational resources to meet the new requirements of the double reduction policy.Optimizing the allocation of resources in education is the essential requirement of the double reduction policy.Combining with the new requirements of the double reduction policy and based on the actual work of County W,this paper conducts a muti-angle and in-depth analysis,and comprehensively concludes that the main factors affecting the allocation of rural compulsory education resources are: the internal reasons of the main participants in education,including schools,teachers,students and parents;the influence of external factors including economic,funds and institutional factors;the consideration of fairness and efficiency and the balance of supply and demand in the process of resource allocation.Traditional researches on allocation of educational resources mainly focus on how to increase the supply of educational resources.Due to the particularity of rural education work,this paper proposes both scientific overall planning,and the cooperation and sharing method to ensure the promotion supply of high-quality educational resources and the improvement of the utilization efficiency of educational resources,so as to realize the rapid improvement of rural education and meet the requirements of double reduction.In view of the practical difficulties faced by rural compulsory education in W County,practical suggestions are put forward: from the perspective of strengthening the supply of rural compulsory educational resources,proposed improving the educational infrastructure and the quality of teachers’ resources;from the perspective of improving the utilization efficiency of rural compulsory education resources,proposed educational resources scientific overall planning and comprehensive sharing of educational resources;from the perspective of campus security,proposed strengthening education,optimizing processes,and making advanced plans.
