Equity is the fundamental value appeal of early childhood education, which requires the equal allocation of early childhood educational resource. This research is to discover and describe the current situation of early childhood education equality, by analyzing the distribution situation of early childhood educational resource in macroregions and microregions. At the same time, literature is analyzed to build a theoretical basis and GIS is used as technical support, through which the related concepts and tools are applied to dispose the evaluation index of resource distribution and the spatial feature of early childhood education equality is presented with a visual way.In the course of propelling early childhood education equality, different regions face different problems:six concepts from financial resources, human resources and material resources are as the evaluation index of resource distribution. The natural breaks tool of ArcGIS is used to class the results of six kinds of indexes of 31 provinces, the west area is congenitally deficient but sufficient in the process of progress, and the middle area is congenitally deficient and feeble in the process of progress, and the internal regions of east area are significantly different, which means central and local governments should adjust their strategies timely according to the practical situation; Shanghai is selected as the example to analyze the layout of the local public kindergarten, X District, M District and Q District of which are choosed as the typical representatives for core area, suburban area and outer suburan area. The result shows the basic level government should consider the population distribution in the administrative region and the spatial region during distributing the educational resource, to guarantee the broad coverage of early childhood education and that each child has the opportunity of gaining early childhood education with the same quantity and quality.
