The rapid expansion of postgraduate students has brought a series of problems to the development of postgraduate education,such as the shortage of educational resources,the lack of evaluation for the fairness of resource allocation,the failure of educational output in reflecting changes in social needs,and the fragmented analysis of efficiency and fairness leads to financial appropriations' limited incentives and so on.Hence takes China's postgraduate education resources as the object,explores the fairness of its regional allocation,thus based on the dialectical relationship between education equity and efficiency,constructs the evaluation method for financial appropriations,has important theoretical value as well as practical significance for promoting education equity and improving the efficiency of the use of funds.Based on the theory of educational equity and the theory of distributive justice,this paper systematically analyzes the equity in resource allocation of postgraduate education in universities which administrated by the Ministry of Education.Firstly,builds a Gini coefficient calculation base indicator system that embodies the dynamic adjustment factors of postgraduate funding,then use education Gini coefficient to evaluate the level of equity and changes in the distribution of human?financial?and material postgraduate educational resources for 75 universities administrated by the Ministry of Education from the year of 2005 to 2014;Secondly,separates higher education resources between undergraduate education and postgraduate education,designs an output index system that contains the quality of postgraduate education and the sharing of educational resources(MOOCs),takes the direction of application for higher education resource?the quantity and quality of talent cultivation?the sharing of educational achievements among the whole society into consideration.The evaluation of postgraduate educational resources configuration is closely related to the functions of universities and the equality of education outcomes,thus makes the evaluation of the fair allocation of financial appropriation for education operable;finally,by the means of DEA to evaluate both the overall and the classified configuration efficiency of postgraduate education resources owned by universities which administrated by the Ministry of Education,regards the financial appropriation for education as income,based on the ability of resource allocation to evaluate the distributive justice of educational appropriation among universities.The result of Gini coefficient of education shows that,the distribution of personnel,financial and material resources among postgraduates is relatively fair,but the level of fairness and changes in trends are significantly different;The level of equity in resource allocation based on the level of regional economic development is relatively low,while except scientific research funding,other kinds of resources tend to have a more equitable allocation;the fairness of the allocation of educational appropriation based on municipal price level,variates from relatively unfair to relatively fair.The result of configuration efficiency of postgraduate education resources in universities administrated by the Ministry of Education shows,a minority number of universities achieved comprehensive effectiveness,the main reason is the oversized-scale of universities exceeds their carrying capacity;Based on the classification universities,we find that the average pure technical efficiency is relatively high despites the type of university,however,there is a great difference in scale efficiency among different types of universities,which means there exists a certain gap in their resource allocation capabilities.Analyzes the overall and sub-categories of universities administrated by the Ministry of Education,it is found that there is no significant relationship between the financial appropriation for postgraduate education and the efficiency of resource allocation in universities,the financial allocation for education does not reflect performance orientation.This paper consists of five chapters.The first chapter introduces the background,significance of research and methods.The second chapter reviews the basic theories of education fairness and distribution fairness,defines concepts that are relative.The third chapter is the research design,analyzes the principle of the fairness evaluation for postgraduate education resource allocation,explains the selection of evaluation methods,construct the model for research.The fourth chapter is the empirical research part,which includes empirical findings and policy recommendations.The fifth chapter is the conclusion and research prospects.
