The educational resources allocation has always been the"bottleneck"which has restricted the rural compulsory education development; however, lacking of rural compulsory educational resources, and actually existing low efficiency of education resources using as well as. Therefore, enhance rural compulsory educational resources useing efficiency is more important when solving the problem about insufficient resources Configuration quantity.Issues of concern in this research is the question material and financial resources, such as the adequacy of the basic resource configuration, how the efficiency of its use. after the implementation of "new mechanism" of the Northwest stage of compulsory education in minority areas in primary and secondary schools in rural areas of human, Concern for these issues not only related to the " Popularization of nine-year compulsory educations " the outcome of the consolidation, enhancement, and is directly related to national educational development and harmonious society.In this article, Professor Jin Donghai of Institute of Education in Northwest Normal University shoulder issues "in rural minority areas of Northwest China's compulsory education system for poor students, school-funded study" of the Ministry of Education Development Research Center of northwest minority education .based on Xinjiang, Ningxia, Gansu, one of two areas 6 provinces and 19 counties of Education representative rural general elementary, junior high, nine-year sample survey of schools in order to understand areas of Northwest China's primary and secondary education for rural compulsory education stage of the configuration of resources and their use of the status quo and existing problems, and analysis of the causes put forward the countermeasures and proposals.There are three parts in this research and their content are arranged as followings:The first part, introduces the background of this investigation, Analyzes the situation of resources configuration which northwest minority areas rural compulsory education stage including primary and secondary schools education; Has presented Xinjiang, Ningxia, the Gansu compulsory education stage primary and secondary schools each school target and the national average level disparity; Has limited the related concept which in the research involves; Elaborated the research mentality, the sample and the method. The second Part,Present situation descriPtion and reason analysis.descriPtion the Presentsituation from three Levels.first,the education resources manPower,second,theP坷sicalresouree,third,the finaneial resouree.At the same time ProPosed many questions abouteducation resources configUrationin the minority areas rural Primary and secondary schoolswllich comPares the related Primary and secondary schools develoPment standards which oureountry and international eomPulsory education stage,ProPosed exists questions as followings:The school scale 15 small,Not enough teachers,Irrational structure ofteacher team,Low quality;TheP场sical resources 15 insufficiency,the use efficiency are low;Financial resourcesinvestment 15 insufficiency,the question of sehool debt 15 serious and 50 on.And then analyzedthe reason to the question:The birth control Policy reduces the school aged child quantity,thenational religion,the langUage barrier causes the minority areas ehild to discontinue studiessometimes,Physical resource and financial resource investment are insufficiency,teacherquality level 15 low and Management concePts behind and 50 on.The third Part,conclusion and suggestion.Combination of research from eight asPects toProPose resources effective configIJration suggestion about how to realized northwest minorityareas rural school comPulsory education As follows:Considering Policy incline,The seienee Plan,the overall Plan arrangement,further imProves theminority areas rural Primary and secondary schools sehool condition;Reasonable configUrationexisting education resources;Raises the existing resources use efficiency;Takes the Practicalmeasures,further strengthen the teaeher trooP eonstruction;Continues to eonsummate the ruralcomPulsory edueation funds safegUard mechanism;Solving the debt questions of the ruralPrimary and secondary schools gradually;AdoPt the mode of running a school of combiningeoncentrate on together With disPerse and rely mainly on lodging and making.
