Education fairness is an important foundation for realizing social fairness and a basic guarantee for citizens’ equal enjoyment of the right to education.It can effectively promote social stability.At the same time,it is of great significance to my country’s comprehensive implementation of the strategy of rejuvenating the country through science and education and the strategy of strengthening the country through talents.School physical education is an important way for students to improve their physical ability,enhance their physical fitness,cultivate collectivism and the will and quality of hard work,and it is also a key part of cultivating students’ comprehensive development of morality,intelligence,physical fitness,and labor.Physical education resources are the prerequisite and guarantee for the school to carry out all education and teaching work,and it is also an important manifestation of the fairness of education.The thesis takes the physical education resources of the urban and rural junior high schools in Changsha City as the research object.It is randomly selected from the 9 districts,counties and cities of Changsha City through the literature data method,questionnaire survey method,expert interview method,mathematical statistics method and logical analysis method.28 urban and rural junior high schools conducted surveys from four aspects: the construction of physical education teachers,the configuration of stadium facilities,the allocation of sports funds,and the content of physical education courses.The physical education resource allocation of junior middle schools in Changsha city is compared,the reasons are analyzed,the impact of physical education resource allocation in urban and rural junior middle schools in Changsha city is explored,and corresponding optimization measures are proposed.Through investigation and analysis,it is found that the age level of physical education teachers in urban junior high schools in Changsha is generally younger,and physical education teachers in junior high schools in towns and towns are mainly middle-aged;the educational structure,title structure and scientific research ability of physical education teachers in urban junior high schools are better than those in towns.Junior high schools;urban and rural junior high schools have better physical education teacher-student ratios;urban junior high schools have higher sports expenditures and per-student ratios than township junior high schools;urban junior high schools have better sports venues and equipment facilities than township junior high schools;urban junior high schools Of physical education teachers and students are more satisfied with school venues and equipment than township junior high schools;urban junior high schools have better implementation of curriculum standards,school-based curriculum development,inter-class exercises,1 hour of sports activities,and development of sports meets.Junior high school.The differences in the allocation of physical education resources in urban and rural junior high schools in Changsha have a certain impact on the training of students’ physical ability,the improvement of their physical health,and the opportunity for further education.In view of the differences in the allocation of physical education resources for junior middle schools in Changsha City,based on the perspective of education equity,the following optimization strategies are proposed: perfect the policy system of township schools to ensure the balanced allocation of educational resources;scientifically arrange educational funds to promote the balance of urban and rural sports resources;Reasonably plan the layout of township schools to realize the sharing of urban and rural education resources;improve the allocation of physical education teachers to protect the basic rights and interests of physical education teachers;develop competitive sports in rural junior high schools to alleviate the impact of differences in educational resources.
