With the development of economy and society,dual-worker families emerge.The inconsistency between parents’ work time and students’ school time leads to the problem of "3:30" nursing after school.In September 2012,the "Happy Wednesday" activity was carried out for Nanjing primary schools and received a lot of recognition from all aspects.In November2013,Nanjing experimented with "flexible school departure" for students who had real difficulties leaving school.After four years of pilot exploration,fully implementing three years,"where children after school" has become a social public problems involving thousands of families.From the perspective of practical education and people’s livelihood,the after-school service is studied and the practical dilemma of solving the "3:30 problem" is put forward from the practical level,especially for the next stage of how to provide students with more quality and fair education resources and more safe and comfortable learning experience,promote the overall development of students,improve the quality of education service and people’s satisfaction with education has important practical significance.In this study,questionnaire survey,individual interview,case study and other methods were used to analyze the data of three primary schools in Nanjing to understand the implementation status and practical difficulties of after-class services under the background of "flexible school leaving".According to the analysis,the current difficulties of after-school service mainly include ununified understanding,imperfect service guarantee mechanism and a series of derivative challenges in the process of after-school service.The main reasons for this are the limitation of "should be" and "difficult to be done",the absence of evaluation system and assessment standard,and parental responsibility and the blurring of boundaries between social partiesBased on the study of various complex factors affecting the policy implementation,further put forward policy suggestions on the implementation of after-school services under the background of "flexible school leaving" from the perspective of educational governance,to correctly understand the functional attributes of after-school service from the value objective,to break the bottleneck of after-school service from the construction of governance system,to highlight the educational function of after-school service from the improvement of schoolrunning ability,to seek the multi-support of after-school service from the multi-subject cogovernance.It is expected that this policy of benefiting the people in education can continue to develop,create a good education ecology,and give impetus to the high-quality development of education.
