The emergence and prevalence of school choice behavior in China have a long historical origin and plenty of real incentives. The reality about the uneven distribution of educational resources and the strong demand for high-quality educational resources constitute the basic contradiction that school choice behavior can be generated, thus causing a lot of education and social issues. In order to solve the problems caused by school choice, the education authorities at all levels gradually developed a set of governance. In that governance, nearby enrollment is the core principle, zoning is the basic method, educational resources regulation and control is the supplementary means.Although school choice governance has been carried out more than twenty years, school choice is still one of the hot issues of education and social problems, the public is not satisfied with the actual results. Delving into this phenomenon, it is not difficult to find that there are many problems in both practice and theory. In practice, the simplify of the thoughts of governance, the heavy reliance on administrative controls and the problem internalization are important issues. The root causes of these problems is that there are some inherent stereotypes in the governance subconscious. These inherent stereotypes prevent us from a deeper understanding about the school choice governance. The reason why these inherent stereotypes can be generated is that the main idea used by governor is prefer to "control" rather than" governance".However, the plight and problems do not mean everything at the present. With the development of civil society, the progress of technological means and the reformation of related policies, the problem of school choice is faced with a new situation. The construction of a new governance framework has a certain degree of objective foundation and realistic possibility. On the base of summing up the problems in the process of governance and exploring new opportunities, this paper attempts to construct a governance framework based on the "governance" theory. Updating management idea, transformation of government functions, enriching the form of education investment, the expansion of the research field of vision became the basis of this framework could be founded. Based on a kind of multicenter, networked management system implementation, a compensation mechanism based on education resources for sustainable development will become possible. By this kind of compensation mechanism, the equilibrium of compulsory education development will be improved in fact. Finally, eliminating the significance of school choice behavior will replace the prohibition of the school choice and to be new way to improve the governance effect of school choice.
