| In July 2021,the State Council issued the Opinions on Further Reducing the Burden of Homework and Off-Campus Training for Students at the Compulsory Education Stage,and the 31 rules of the policy included seven items related to physical education,such as the comprehensive development of moral,intellectual and physical education and encouraging students to exercise outside of school,thus further arousing the attention of the community to physical education.This thesis selects some students,physical education teachers and parents from eight junior high schools in six districts of Nanchang City as the subjects of investigation,adopts field survey method,questionnaire survey method and mathematical statistics method,and uses Smith’s policy implementation process model as the basis of theoretical analysis,aiming to explore the realistic dilemma and optimization path of physical education in Nanchang junior high schools under the "double reduction" policy.The following conclusions were drawn from the thesis:(1)Idealistic policies:The national "double reduction" policy and the Jiangxi provincial policy on physical education are scientific and reasonable,but the content of the policy lacks a certain degree of feasibility and foresight,and does not adequately anticipate future developments.(2)Policy implementation agencies:There are unreasonable factors in the institutional setting of school sport in Nanchang under the "double reduction" policy,and the degree of cooperation between school sport organisations and other functional departments is not satisfactory and needs further improvement.(3)Target groups:There are some differences in the ability of the target groups to implement the policy,their cognitive attitude towards the policy and their level of support,resulting in deviations in the implementation of the policy.The target groups of school physical education in the context of "double reduction are symbolic" implementation by schools,"superficial" implementation by physical education teachers and "sceptical" implementation by parents.The "sceptical" implementation.(4)Policy implementation environment:In the past 10 years,the total score of physical education in Nanchang has been increasing,from 20 points to 60 points,and the proportion of the total score of physical education has increased;the education level of school physical education teachers can meet the basic needs of physical education in schools;however,under the "double reduction" policy,school physical education equipment and facilities cannot fully meet the needs of daily physical education.However,under the "double reduction" policy,school physical education equipment and facilities cannot fully meet the needs of daily physical education and after-school physical exercise of secondary school students.To address the problems of physical education in Nanchang junior high schools under the"double reduction" policy,the author makes the following ten suggestions:(1)fully consider the feasibility and foresight of policy formulation;(2)improve the policy system of physical education in schools;(3)strengthen the connection of implementation organizations to unblock policy implementation;(4)flexibly apply policy implementation tools to enhance the effectiveness of implementation;(5)taking the "double reduction" as an opportunity,schools return to the education of people;(6)using the school as a venue to change the teaching philosophy of physical education teachers;(7)using the family as a way to correct the concept of physical education for parents;(8)creating a good supervision and restraint environment;(9)increasing funding for physical education in schools;(10)to match and strengthen the physical education teachers in schools. |
