| The country is strong when young people are strong.The physical health of young people has long been the focus of attention in China and society.School sports is the main way for young people to engage in sports,and it is of great significance to the development of sports in the country.In order to guarantee the physical health of youth and promote the development of school sports,the state has introduced a series of school sports policies and regulations as the institutional guarantee,but good policies and regulations are only the premise,only by coordinating the various influencing factors in the process of policy implementation and ensuring the implementation of policy content in place,the policy objectives can be achieved one by one.This paper takes schools as the research level,and takes the policy implementation of compulsory education schools in Hangzhou as the research object.Six of the school sports policy documents from 2012 to 2022 were combed in detail,and the combed contents were combined with Smith’s policy implementation model to form the theoretical research framework of this paper.The research methods of literature,questionnaire,field survey,mathematical statistics,logical analysis,and systematic analysis were used to investigate the implementation of school sports policies in compulsory education schools in Hangzhou,from which the reasons for the stagnation in the process of policy implementation were analyzed and summarized,and the corresponding optimization paths for school sports policy implementation were proposed accordingly.The findings are as follows.(1)Some of the school sports policy goals are too idealistic,some of the policy contents are concise but lack quantifiable indicators,and the policy text is difficult to meet the interests of all parties at the same time.(2)The structure of functional departments in Hangzhou compulsory education schools is reasonable;however,the school physical education team does not communicate and collaborate with other functional departments enough;some leaders do not pay enough attention to policy feedback.(3)The situation of physical education teachers’ willingness and attitude to learn school physical education policies is good,but there is room to improve their comprehensive ability to implement school physical education policies;the situation of non-physical education teacher groups is not satisfactory.(4)Students support and agree with the various school sports activities conducted;students think that the recess activities,which are mainly physical fitness test items and physical education midterm items,are conducted in a boring form and the items are not interesting enough.(5)Most schools in Hangzhou still have the problem of shortage of school sports venues and equipment;there is still a gap between the teacher team and the standard of "complete and strong".(6)The implementation of school sports policy in the main urban area is better than that in non-main urban area schools,especially the quality of teachers;the implementation of school sports policy in junior high schools is better than that in elementary school.In view of the current situation and the existing problems,this paper proposes the following optimization paths:(1)Pay more attention to the scientific and reasonable formulation of the textual content of school physical education policies.(2)School functionaries should clarify their authority and responsibility,strengthen communication and collaboration,and pay attention to the evaluation system.(3)Improve the policy awareness level of physical education teachers and non-physical education teachers as well as policy implementation ability through training and practice.(4)Stimulate students’ interest and enhance the student body’s recognition of school physical education policies.(5)Weakening the test-taking atmosphere and securing the supply of material,cultural,and human resources.(6)Strengthen regional and inter-school exchanges and cooperation,and guide a balanced flow of educational resources between regions. |
