In the current era,talents have become an indispensable resource for regional development,and vigorous implementation of the talent introduction policy has become an important means to promote regional development.Whether in first-tier cities such as Beijing,Shanghai and Guangzhou,or third-and fourth-tier cities such as Fuyang and Fushun,in order to promote the accumulation of talents,they have introduced real money and silver measures to attract talents.In this context,the T district of Zaozhuang City,Shandong Province has also issued a A series of talent introduction policies have achieved certain results,but some influencing factors inevitably encountered in the actual implementation of the policy,which led to the policy effect is not very optimistic.Using the Smith model to make a general analysis of these influencing factors,we can gain new insights into the implementation of the T-zone talent introduction policy,so as to better improve the efficiency of policy implementation.This article takes the implementation of the T-zone talent introduction policy as the main research body,and uses the Smith model as the research framework.Through the literature research method,model analysis method,questionnaire survey method,and individual interview method,it is idealized in the current T-zone talent introduction policy implementation process.The policy,policy implementation agency,target group and implementation environment have been comprehensively analyzed.By grasping the existing problems in the current policy implementation,analyzing the specific factors affecting the policy implementation,and putting forward suggestions to solve the problem based on the actual situation of the T area.Generally speaking,the current T-zone talent introduction policy has achieved certain results.Both the quantity and quality of talent introduction and the talent service guarantee system have made great progress,but there is still content homogeneity in the implementation process.,Lack of meticulousness,weak executive power,unclear responsibilities,uneven quality of talent introduction,poor role play,and unsatisfactory regional development environment.In order to properly resolve the problems encountered in the implementation of the talent introduction policy,the causes of the problems were analyzed in depth,and policies were proposed from the aspects of improving the content of the policy,enhancing the executive power of the executive body,improving the methods and methods of attracting talents,and enhancing the attractiveness of the policy.The optimization suggestion is hoped that through the research of this article,it can promote the development and improvement of the talent introduction policy of the T zone,and attract more outstanding talents to the T zone to help the development of the region.Not only that,the research in this article has certain reference value and reference value for improving the talent introduction policies of other similar regions.
