The report on the Party’s 20 th National Congress profoundly pointed out that we should "improve the supervision system under the unified leadership of the Party,with comprehensive coverage,authority and efficiency".Since 2018,the reform of the national supervision system has begun,and all levels of units across the country have carried out supervision system reform in this field in light of the actual situation.As providers of higher education,institutions of higher learning are closely related to the successors of the Party’s cause,the future and destiny of the country,and the process of national rejuvenation.They must also adhere to the principle of fully implementing the Party’s 20 Major principles,grasp the strategic plan of comprehensively and strictly governing the Party,and carry out the reform of the supervision system of institutions of higher learning.The reform of the national supervisory system requires the establishment of a centralized,unified,authoritative and efficient national supervisory system with Chinese characteristics.As an important part of national and social operation,colleges and universities should carry out supervision system reform accordingly,which is not only the direction pursuit of national supervision system reform and the requirement of dimensionality reduction in the specific field of colleges and universities,but also the internal demand of supervision status quo of colleges and universities.It will be helpful to improve and develop the basic logic of national supervision system reform and promote the deepening of the practice of supervision system reform in colleges and universities to sort out the practice pattern of the reform and analyze and clarify the theoretical problems.However,at present,there is still a great dispute in the academic circle about the supervision system reform in the system mechanism,institutional setting,scope of objects and other aspects.After the vigorous exploration in the practice,there is a tendency to slow down,which is not conducive to the in-depth promotion of supervision reform and the continuous improvement of the governance efficiency of colleges and universities.Based on this,it is necessary to conduct a typified study on the practice patterns of supervision system reform in colleges and universities,and analyze its advantages and problems,in order to provide countermeasures and suggestions for the continuous and in-depth promotion of supervision system reform in colleges and universities.Because of the different affiliation and management relationship,Chinese universities can be divided into ministry universities and provincial universities.Based on this,the supervision system reform of Chinese colleges and universities has divided into two different promoting routes,in the intensity of reform,pace,content and measures are not the same.To be specific,on the premise of the system basis of the application of the Party rules and state laws,the supervision system reform of the ministry affiliated colleges and universities is based on the adjustment of discipline inspection,with the promotion and appointment of the secretary of the discipline inspection commission as the core means.The supervision system reform of provincial colleges and universities takes the dispatched supervision of provincial supervision commission as the core means to realize the integration of Party discipline inspection and national supervision.However,the essence of the reform is to realize the transformation of supervision from homogeneous supervision to heterogeneous supervision,reflecting the authority of "dispatch" and the advantage of "stationing".As an unprecedented reform,the supervision system reform of colleges and universities also has some deficiencies in the exploration.Specifically,the system and mechanism caused by multiple leadership imbalance,dispatched supervision floating on the surface,supervision failed to form a joint force is not smooth,the organization structure is not unified,the reform at the grassroots level is not spread,the organization is not standardized,the lack of upper authority basis,the means of performance is not sufficient,the procedure is not detailed,the function and authority is not clear,The team construction is not up to standard due to the lack of professional ability and allocation of staff.The existence of these deficiencies hindered the further development of the supervision system reform in universities in our country,and affected the performance of the new supervision system in universities.Based on the research on the reform of supervision system in universities and the problems in reform exploration,it is suggested to improve the legitimacy and standardization of reform through the perfection and cohesion of party rules,state laws and school regulations.By straightening out the relationship between supervisory leaders,improving the professional level of personnel,standardizing the organization setting and improving the dispatched supervision,strengthening the construction of the supervisory team;The criterion of public power is established as the criterion of the object of supervision in colleges and universities,and the concrete direction of the object of supervision in colleges and universities is defined by the combination of dynamic and static.We will formulate a list of public powers of colleges and universities,covering key areas such as entrance examinations,procurement of infrastructure construction,and management of scientific research.It is necessary to innovate supervisory methods,improve supervisory procedures and systems,and strengthen the linkage and coordination of supervisory systems,so as to realize the in-depth development of supervisory system reform in colleges and universities,help the optimization of governance capacity in colleges and universities,and serve the fundamental task of cultivating morality and talents in colleges and universities. |
