Research On The Problems And Countermeasures Of The Dispatched Supervisory Among Donghai County Commission For Discipline Inspection And Supervisory Committee

Dispatched supervision is a working form in which the dispatched supervisory organs supervise the public officials exercising public power within their jurisdiction according to the authorization of the commission for discipline inspection and supervision at the corresponding level.Since the reform of the supervision system,all regions of the country have been constantly exploring new supervision modes,and dispatched supervision as the most basic form of supervision,playing the role of extending the supervision to the grass-roots level.To study the problems existing in the actual work of dispatching supervision will help to provide useful reference for the supporting system innovation of dispatching supervision and local governance.Through the use of public policy theory,power supervision theory and two factor theory,combined with the work content of the dispatched supervision,the situation of the dispatched supervision work in Donghai County was analyzed.It is considered four problems in dispatched supervision of Donghai County: the first,the lack of independence and authority;the second,the inefficiency of the construction of the dispatched supervision teams;the third,communication and coordination of the dispatched supervisors are not smooth;the fourth,the passive supervision work in Donghai County.The causes of the above problems are the imperfect supervision system,fewer training opportunities,the unreasonable supervision division and work process,and the imperfect supervision and assessment system.By referring to the advanced experience and enlightenment of other regions in China,it puts forward four countermeasures to solve the problem of dispatched supervision work in Donghai County.Firstly,improving the dispatched supervision management system and strengthen the independence and authority of the dispatched supervision;secondly,enriching the training content and methods,to improve the professional ability of the dispatched inspectors,so as to strengthen the construction of the dispatched supervision team;thirdly,establish convenient channels for internal and external communication to improve work efficiency;fourthly,according to the actual situation of the dispatched supervision work in Donghai County,the assessment indicators are set up scientifically,and the classified assessment mechanism is established,so as to improve the effectiveness of the dispatched supervision work.
