Under the background of strict Party governance,further promoting the reform of discipline inspection and supervision institutions in colleges and universities,giving full play to their functions and improving their ability to perform their duties are crucial for further deepening the construction of Party conduct and clean government in colleges and universities,fighting against corruption,and creating a clean and upright campus political ecology and a good education environment.At present,the discipline inspection and supervision mode of colleges and universities is still in the exploratory stage.Many colleges and universities have exposed some problems in practice.Therefore,it is of great theoretical and practical significance to discuss the operation of discipline inspection and supervision institutions in colleges and universities.Based on the holistic governance theory and power supervision theory,this paper takes a university in Shandong Province as an example,and uses literature method,interview method,participatory observation method and other research methods to deeply discuss the operation of discipline inspection and supervision institutions in universities.The findings of this paper are as follows: First,there are 13 on-the-job cadres in the office of the Commissioner for Discipline Inspection in the university,and there are 4 internal organs.The discipline inspection mode adopts the mode of setting up discipline inspection committee members in the second-level units,and the deputy secretary of the Party committee or the vice president in the administrative group is generally concurrent.Second,the current problems in the operation of discipline inspection and supervision institutions in universities include: unclear position of responsibilities,not smooth leadership system(supervision responsibility and object are not clear,supervision offside,dislocation phenomenon occasionally exists,leadership system implementation is not in place);Lack of innovation in supervision methods(less active detection of problems,routine supervision is a mere formality,mainly extensive supervision,peer supervision and acquaintance supervision effect is poor);The content of discipline inspection and supervision is not comprehensive(less supervision over the performance of duties of discipline inspection commissioners,insufficient supervision over departments with high risk of clean government and insufficient internal supervision);The effect of supervision and performance of duties needs to be improved(there are phenomena of concealing violations of discipline and law in second-level units,small scope of warning by case,poor effect of promoting reform by case).Third,the reasons for the problems include: backward supervision concept(unwilling to supervise,dare not to supervise,can not supervise,lack of understanding of discipline inspection and supervision work);The quality of discipline inspection cadres varies greatly,and their ability to perform their duties needs to be improved(lack of professional knowledge and work experience);The operation mechanism is not perfect(external coordination and liaison mechanism is not perfect,internal work system is not perfect,discipline inspection cadres less constraints,discipline inspection cadres exchange and assessment incentive mechanism is not scientific,the school system is not perfect);The fund investment is low,supervision facilities and equipment are backward(poor office conditions,information resource sharing guarantee has not been realized),etc.Finally,on this basis,the countermeasures and suggestions of this study include: changing the idea of supervision,improving the quality of cadres;Perfect the system,build a complete supervision system;Strengthen the performance of responsibilities,strengthen the warning and rectification;Integrate the talent team,optimize the allocation of cadres;Increase capital investment,strengthen digital construction,etc.
