| At present,the number of electric bicycles in China has demonstrated a continuous growth trend.While promoting the public’s environmentally-friendly and convenient transportation,it also effectively relieves the pressure on urban traffic.However,the amount of traffic violations and road accidents remains at a high level,which seriously restricts the high-quality development of the urban traffic safety and brings huge risks to Chinese traffic safety situation.For this reason,the party and the government attach great importance to it.In recent years,local authorities across China have taken the promulgation of the new national standards for electric bicycles as an opportunity to implement various control measures to different degrees.While having achieved certain results,they pose new problems for the management of electric bicycle traffic safety,due to the adoption of the traditional government-led governance model,the high difficulty and low effectiveness of the governance,as well as the strong public resistance.Since 2018,multiple national ministries have successively issued several documents on the governance of electric bicycle traffic safety,emphasizing the establishment of a multi-departmental joint working mechanism and the implementation of coordinated supervision of the entire chain.In the context of the regulation of electric bicycles by multiple government organizations,there have been calls for new ideas of collaborative governance of electric bicycle traffic safety.This thesis explores the problem of electric bicycle traffic safety governance from the perspective of collaborative governance,and tries to propose new governance measures,intending to help promote the development of electric bicycle traffic safety governance to a higher level.The research content of this thesis is mainly divided into the following six parts: the first part is the introduction,mainly including the research background and significance,literature review,research content and methods,research innovation and existing deficiencies;the second part dedicates to the definition of some concepts of electric bicycle and traffic safety,as well as the introduction of the collaborative governance theory and its application in the research;the third part takes WS City as an example,sorts out the current situation and results in terms of governance subjects,legal systems,governance mechanisms,and governance measures of electric bicycle traffic safety in the city.In the fourth part,through interviews and questionnaires,the problems that exist in the current management of electric bicycle traffic safety in WS City could be summarized as follows: first,each governance subject fails to fulfill its respective responsibilities;second,the existing laws and regulations are not complete enough;third,the cooperation and interaction among the subjects has difficulties.The fifth part uses the theory of collaborative governance to analyze the causes of the existing problems,mainly focusing on the governance subjects’ rights and responsibilities,laws and regulations,collaborative mechanisms,information and technology,etc.The sixth part,based on the causes,puts forward the following governance measures: first,to clarify the rights and responsibilities of each subject to ensure their effective coordination;second,to improve relevant laws and regulations,including the collaborative governance system,and to stimulate the driving force of multiple subjects for collaboration;third,to establish a multi-subject collaborative governance mechanism,to integrate the information technology,and to break down the barriers of interaction between subjects.This thesis studies the problem of electric bicycle traffic governance under the framework of collaborative governance theory,holding certain innovations in the research perspective,the research conclusions of which would provide reference value for other domestic cities to carry out similar governance. |
