Research On Departmental Collaborative Governance Of Rural Human Settlements From The Perspective Of Program Reengineering

The report of the 20th National Congress of the Communist Party of China pointed out that the living environment in urban and rural areas has been significantly improved,and the construction of a beautiful China has achieved remarkable results.The Central No.1 Document of 2023 pointed out that the construction of livable,workable and beautiful villages should be solidly promoted,the same goes for the improvement of the rural living environment.To change the appearance of villages and improve the happiness of farmers,actions of rural living environment improvement also have been taken by all parts of the country.Based on the fieldwork of village D in Z County in central China,comprehensively using case analysis methods,in-depth interview methods and literature analysis methods,this paper analyzes the cases through process-events,corroborates the empirical research materials with relevant literature materials in the academic circles,and deeply analyzes how government departments can coordinate and generate strong governance synergy from the perspective of process reengineering to solve the problems of rural human settlements.The question consciousness of this paper is: under the bureaucratic system,the traditional compartmental relationship leads to the separation of government departments,how does County Z achieve coordination between government departments and jointly manage the problems of rural human settlement environment?Since 2013,County Z has put forward relevant requirements for the improvement of the rural living environment,but Village D faces resistance from both internal and external aspects.From the perspective of internal factors,it is mainly the resistance of the county management bureau to rectify the living environment;From the perspective of external factors,it is mainly because the villagers in village D have poor concentration in improving the living environment,so the action of improving the living environment in village D has been shelved.Until 2019,Z County began to explore the construction of happy villages,and the county civil affairs bureau was divided into the responsible unit of village D,and the improvement of the living environment in village D ushered in a new opportunity.After that,the Urban Management Bureau and the Civil Affairs Bureau reached a collaborative governance plan.First carrying out pilot management of the problem of "littering" in village D,the problem of "littering" in village D achieved initial results through consultation and communication,adjustment and feedback,planning and implementation,support and summary among the departments.Then,the problem of "littering" in village D was comprehensively managed,and the problem of "littering" in village D was completely solved by innovating the linkage mechanism,introducing the decision-making mechanism and improving the guarantee mechanism,which allow villagers to form personal identity,rule identity and emotional identity.The successful solution of the problem of rural living environment has brought earth-shaking changes to the living environment of village D,and the happiness of villagers has skyrocketed.Through in-depth analysis,the conclusions and findings of this paper mainly have two aspects: on the one hand,external conditions accelerate the willingness of government departments to achieve collaborative governance.Firstly,institutional promotion provides a strategic premise for departmental collaborative governance;In addition,the linkage of interests provides subjective conditions for departmental collaborative governance.Finally,the guarantee provides an objective basis for departmental collaborative governance.On the other hand,the internal mechanism realizes the behavior of government departments to implement collaborative governance.First of all,the trust mechanism is an important foundation for departmental collaborative governance;moreover,the adjustment mechanism is a key link in the collaborative governance of government departments;The last,the communication mechanism is an effective guarantee for departmental collaborative governance.It can be seen that the key to the collaborative governance of government departments lies in the promotion of external conditions and the reshaping of internal mechanisms.
