The Collaborative Governance Research Of Rural Living Environment In L Street,Tonghua City

Improving rural living environment is an important part of not only the rural revitalization strategy,but also building a beautiful countryside.In 2018,our country issued the three-year action plan of improving rural living environment to make further progress in constructing rural living environment.In 2021,our country issued the five-year action plan of improving rural living environment to further enhance the rural living environment.In 2022,the No.1 central document calls for the continuation of the five-year action plan to improve rural living environment.Under the guidance of the central policy,the rural living environment has been significantly improved,but there are still some problems.For example,each subject exists problem,Individual subject participation degree is not high and so on.The report of the 19 th National Congress of the Communist Party of China pointed out that "to build a modern environmental governance system led by the Party committee,guided by the government,with enterprises as the principal part and the participation of social organizations and the public".However,in the current governance of rural living environment,the government plays a leading role,and the participation of village committees,enterprises and villagers is still passive.Therefore,under the background of the new era and the implementation of the Rural Revitalization Strategy,in order to solve the problems of rural living environment in China,a model of environmental collaborative governance joined by all subjects must be built.In this thesis mainly studies the situation of Rural living Environment Governance and collaborative governance in L Street,Tonghua.From the point of view of collaborative governance theory,this thesis analyzes the reasons and the countermeasures to make the collaborative governance play the most effective role and solve the problem of the rural living environment governance in L street.This thesis mainly adopts the methods of qionnaire survey,interview and case analysis,through analyzing the current situation,existing problems and their causes,and putting forward countermeasures,we try to make the collaborative governance play a better role in rural living environment.The innovation of this thesis lies in combining the concrete reality of L street in Tonghua,analyzing the problem of rural living environment governance,which has certain pertinence and provides reference for the grass-roots rural living environment governance.The thesis is divided into seven parts.The first part is the introduction,which mainly introduces the background,significance,current situation,methods,innovation of the research.The second part expounds the related concepts and theoretical basis,including the concept of rural living environment,collaborative governancethe and theory of collaborative governance.In the third part we introduce the present situation of L Street in Tonghua,and expounds the basic situation of L street as a agricultural street and the current rural living environment governance here.The fourth part analyzes the current problems of both rural living environment and its collaborative governance in the L street of Tonghua.The fifth part mainly analyzes the reasons for the problems existing in the collaborative governance of rural living environment in the L street of Tonghua.The sixth part puts forward countermeasures based on the existing problems and reasons;The last part is the conclusion,which summarizes the whole thesis and points out that the governance of rural living environment needs the collaborative governance of all subjects to give the maximum effect and provide an effective model for the governance of rural living environment.
