| With the deepening of Rural the Revitalization Strategy,the policy supply in the field of "three rural areas" is increasingly strengthened,and the local government can hardly cope with the heavy task-based governance by relying only on the internal section governance system.At this time,the group of new elites has returned to provide the local government with new ideas for innovative task-based governance strategies.In retrospect,traditional elites shaped leadership authority with their own learning and moral qualities,shaped local consensus with family rules and village regulations,thus achieving effective rural governance even though "imperial power did not go down to the county".Focusing on the reality,new rural elites,as highly capable and willing elites in rural society,can participate in governance as individuals to promote task completion to a certain extent,but their individual capacity and influence are limited,so it is difficult to effectively adapt to the needs of task-based governance.As a collection of highly capable and willing elites,the new rural elites’ organization can not only gather individual power to become collective power,but also form a common will to act collectively with a standardized and rational organizational structure,thus exerting a continuous influence on taskbased governance in villages.Drawing on historical experience and combining realistic factors,it is of great practical significance to investigate in depth the reengineering mechanism of new rural elites’ organizations in rural task-based governance.This study adopts historical analysis,field survey method,case study method and other research methods,and constructs a "task situation-institution-organization" analysis framework based on the new institutionalism theory of organization,in which the "task situation" elements include macro-level pressure transmission,meso-level implementation resistance,and micro-level relationship network.The elements of "task context" include macro-level pressure transmission,meso-level implementation resistance,and micro-level relationship network;the elements of "institution" include regulatory,normative,and cultural-cognitive institutions;and the elements of "organization" include organizational principles,organizational goals,and organizational media.By analyzing the interrelationship of the three elements in the study of village W’s homestead system reform,the study found that: firstly,the local government is placed in the task situation,generating the dual cognition of the difficulty of task governance and the potential feasibility of the task,thus establishing a complete institutional system to provide a superior institutional environment for the rebuilding of the new elites’ organization.Secondly,as an open system,the institutional environment shapes the organization,and the regulatory,normative,and cultural-cognitive systems influence the formation of organizational principles,organizational goals,and organizational media,respectively.Finally,organizations do not just conform to the shaping of the institutional environment;with the coupling of the three regimes,new folksy organizations gain legitimacy and are able to take more active steps to respond to the task situation,map organizational principles,organizational goals,and organizational media to the task situation,and advance task governance effectiveness.In summary,the regulatory,normative,and cultural-cognitive regimes confer legitimacy on new elites’ organizations are the key to reengineering new elites’ organizations,and therefore suggest countermeasures to reengineer new elites’ organizations with regulatory,normative,and culturalcognitive synergy. |
