A Study On The Path Of The New Rural Elites To Participate In Rural Governance

The 19th National Congress of the Communist Party of China clearly put forward the strategy of rural revitalization,and the implementation of the strategy must innovate the main body of rural governance and take the road of good governance.In 2018,the Central Document No.1 proposed that the strategy of Rural Revitalization should be fully deployed,and resources and elements should be further invested to achieve the prosperity of rural areas.We should change the situation of rural population flowing to cities alone,and open up the circulation channels of villages and city,and promote city city’s resources and population to return to the countryside.The implementation of Rural Revitalization strategy must be supported by talents,so human resources must be put in the first place,and new farmers and local talents must be actively cultivated.In 2016,the national "13th five year plan" put forward the concept of "new rural culture" for the first time.So far,the term "new rural culture" has become popular rapidly,causing a huge response between the government and the public.The government also gradually attaches importance to the cultivation of "new rural talents" and actively promotes them to participate in rural governance,so as to promote the improvement of rural governance system in China.At present,the participation of xinxiangxian in rural governance is not only the embodiment of multi center governance theory,but also in line with China’s national conditions and political system,the improvement of the national governance system and the realization of the strategy of Rural Revitalization.Based on this,this paper provides a theoretical basis for the study of the new rural sages by combing and defining the concepts of rural revitalization,rural sages,new rural sages and rural governance,combing the multi center governance theory,collaborative governance theory and elite theory,combing the policies of new rural sages,analyzing the basis and theoretical functions of new rural sages participating in rural governance.Through the practical analysis of the participation in rural governance of Xinxiangxian in Yanshan County,we find that the difficulties of Xinxiangxian in rural governance are:the lack of participation channels and systems,the lack of motivation mechanism for Xinxiangxian to participate,the lack of participation environment for Xinxiangxian to return home,and the imperfect participation and supervision mechanism.And put forward the corresponding countermeasures.The conclusions of this paper are as follows:first,the current new village talents in the rural governance of Yanshan County have the following effects:mediating conflicts and disputes,promoting the harmonious development of the countryside;attracting investment,creating the "return to economy";disseminating the culture of the village talents,driving the civilization of the countryside;promoting the beautiful countryside,promoting the protection of the living conditions;second,the current new village talents in the participation of governance channels and systems are lacking There are four dilemmas:the lack of participation motive mechanism,the immaturity of participation environment and the imperfection of participation supervision mechanism.The reasons can be divided into three aspects:the state,the society and the new rural talents themselves.Thirdly,the 19th national congress put forward the strategy of rural revitalization,which needs to promote the environmental construction of the new rural talents returning home,improve the system design of new rural talents participating in rural governance,and strengthen the new rural talents themselves Build and activate the dynamic mechanism of the development of Xinxiang talents.
