The revitalization of rural industries,as the foundation and key of rural revitalization work,plays an important role in promoting economic development in rural areas and promoting agricultural modernization transformation.However,in the context of the rural revitalization strategy,many regions still face issues such as poor communication,difficulty in mobilization,and deviation in implementation of rural revitalization industry policies,which seriously affect the improvement of the performance of rural revitalization industry policies.Therefore,it is necessary to start from the practice of rural industrial revitalization policies and explore from the perspective of policy mobilization how farmers in different governance contexts transition from "being mobilized" to "actively participating" in the development of rural industrial projects,in order to improve the performance of rural industrial revitalization policies.This article follows the value connotation of the theory of "flexible governance",and through case tracking analysis,seeks the causal logic within it,thereby constructing a flexible policy mobilization framework of "scenario action result",in order to provide useful reference for the current practice of rural industry revitalization.The effective mobilization of policy objectives is an essential part of the modernization process of grassroots governance and a necessary means for the implementation and realization of public policies.Looking back at the historical process of rural governance,although policy mobilization methods have continuously developed and evolved in the practice of rural governance,"strong intervention and pre-policy mobilization" is still the mainstream way to implement farmers’ participation.As policy mobilization runs through the entire process of policy implementation,it must also be analyzed in different policy implementation contexts.The intensity of policy mobilization varies in different rural governance contexts.This article explores the application of flexible policy mobilization methods in rural governance practices from the perspective of "flexible governance" theory,combined with typical cases,in order to provide certain theoretical and practical supplements in the types of policy mobilization.This article introduces the concept of flexible policy mobilization based on the theory of "flexible governance".Compared to "strong intervention and pre policy mobilization",it has strong people’s subjectivity and strategic flexibility.Its goal is to achieve farmers’ independent participation in the interactive network formed by multiple subjects,with the core being the non-mandatory selection of mobilization strategies.This article is based on a review of relevant literature on policy mobilization and practical research on rural industrial revitalization.Based on existing research,it further summarizes the factors that affect the performance of rural industrial revitalization policies.This article divides the process mechanism of flexible policy mobilization to improve the performance of rural industrial revitalization in G Town into three main parts by using the process tracking analysis method within the case,namely the three main components of the causal mechanism in this article.The service-oriented policy governance context and the network of multiple subject interactions are used as the analysis field of the entire flexible policy mobilization process,and the path of causal mechanism occurrence is explored from the logic of subject action.Research has found that:(1)the service-oriented governance context creates favorable conditions for the generation of flexible policy mobilization methods.Policy mobilization entities explore the wishes of heterogeneous farmers through policy lectures,household visits,and other forms,providing practical basis for responding to the wishes of farmers and implementing classified policies;(2)By categorizing the willingness of participants based on different theoretical assumptions,such as risk concerns,lack of experience,and prospect expectations,appropriate mobilization strategies are selected based on different subject situations.By combining modern technical tools such as discourse translation,policy empathy,and policy marketing,precise positioning and classification of subject needs are carried out;(3)Under the flexible mobilization method of implementing classified policies,the needs of the main body have been effectively responded to and met,forming a strong synergy in the mobilization practice of rural industrial revitalization policies in the network of multiple cooperative and interactive entities.This enhances farmers’ recognition of policies,gathers and forms policy consensus among the main bodies,and further enhances farmers’ willingness to participate in the practice of rural industrial revitalization policies,At the same time,attention to the growth and development capabilities of farmers has also provided an endogenous driving force for improving the performance of rural industrial revitalization policies.By tracking the case of the characteristic industry of vegetable and fruit planting in G Town,this article conducts evidence linking and testing based on the constructed causal explanation mechanism.The research hypotheses of the six key components have all passed the test,so it can be concluded that flexible policy mobilization methods can indeed effectively improve the performance of rural industry revitalization policies.To further verify the rationality of the hypotheses in this article,consistency analysis was used to test the three main related competitive hypotheses.The test results showed that none of the three theoretical hypotheses passed,thus verifying the rationality of the theoretical hypotheses in this article.In summary,the case study of G Town shows that in the context of policy mobilization with weak execution pressure and strong operational resistance,the mobilization subject’s ability to intervene is limited.Based on different subject goals and action logic,through the exploration and classification of subject intentions,policies can ultimately form an interactive network with consistent goals and division of labor cooperation among grassroots governments,local elites,and ordinary farmers,jointly forming a vivid situation of diverse participation and communication.The main issue of flexible policy mobilization methods is to promote the softening of multi-party discourse consensus and interactive relationships through the selection of flexible mobilization strategies.At the practical level of rural industrial revitalization,it provides useful reference for how to improve the effectiveness of policy mobilization.Based on this,this article believes that the flexible policy mobilization method has generalizability.It analyzes the main difficulties it faces in practice and theory,and proposes corresponding policy recommendations to promote the application of flexible policy mobilization method in grassroots governance practice. |
