Research On Rural Community Resource Mobilization Under The Strategy Of Rural Revitalization

Promoting rural development is the top priority of the Party and the State.The report of the 19 th National Congress of the Communist Party of China first proposed the implementation of "rural revitalization strategy",and the report of the20 th Party Congress made the comprehensive promotion of rural revitalization the overall requirement and the way forward for the work of "three rural areas".In the report of the 20 th Party Congress,the general requirements and direction of the "three rural areas" work were set out.The key to promoting rural revitalization lies in rural construction,and community mobilization and the use of rural resources directly affect the success or failure of rural construction,but it is a common problem that "the countryside does not move while rural construction is in motion".How to effectively mobilize multiple rural subjects and concentrate the existing resources in villages to achieve development is a topic that must be faced in the comprehensive implementation of rural revitalization strategy.Based on the background of rural revitalization strategy,this paper takes resource mobilization theory as a theoretical guide,takes the successful establishment of village J in M County of Sichuan Province as a model village for rural revitalization as a case study,collects relevant information about village J by field survey method,and explores how village J achieved the leapfrog development from a poor mountain village to a model village for rural revitalization by case study method.To explore the mobilization process and effectiveness of resource mobilization theory in rural construction? To answer the question: Are there certain relationships among the three dimensions of resource mobilization theory: resource mobilization,member mobilization and frame mobilization? Can one of these dimensions contribute to the other two dimensions?And how can the analytical framework of resource mobilization theory be constructed?The study found that the key to the success and sustainability of the strategies related to resource mobilization theory in J Village was the construction of a mobilization framework.The three dimensions of resource mobilization theory,namely resource mobilization,membership mobilization,and framework mobilization,are not independent of each other,but are mutually reinforcing:(1)resource identification is used to aggregate village resources and achieve resource clustering to turn resource advantages into economic advantages;the success of resource mobilization induces villagers to make rational choices and promotes membership mobilization;the development of resource mobilization increases the attractiveness of framework mobilization to promote endogenous resource growth.(2)Membership mobilization brings into play the advantages and roles of multiple subjects,provides talent support for resource mobilization and framework mobilization,and makes resources tend to be concentrated and more rationally distributed.(3)Framework mobilization enhances the effectiveness of village construction mobilization,improves villagers’ identity,and unifies villagers’ thoughts and actions to promote member mobilization;the social relationship network in framework mobilization reduces the cost of resource aggregation.The three dimensions of resource mobilization theory interact and promote each other to build a systematic framework for village construction and development.The whole mobilization process makes villagers work together to build a higher standard model village for rural revitalization.The relevant mobilization framework is applied to bring substantial promotion to the development of J village,and the effective mobilization strategy changes the prevailing real dilemma of the village construction which is in full swing at the initial stage but ineffective and insufficient participation at the later stage.By refining the local village mobilization experience and clarifying the relationship between the three dimensions of resource mobilization theory,the framework structure that describes the villagers’ mobilization process from the practical level to the level of resource mobilization theory is realized,making a marginal contribution to the development of resource mobilization theory.The mobilization framework structure constructed in this paper can provide experience reference for villages in mobilization dilemma,so that resource mobilization theory can play a better role in the process of implementing rural revitalization strategy in rural communities.
