| Chinese society and Chinese culture are essentially rooted in rural local society and local culture.To revitalize the country,rural areas must be revitalized first.In order to consolidate and improve agriculture as the basis of the national economy,deepen agricultural supply-side reform,complement relatively weak grass-roots governance weaknesses,and build a stable social governance structure,the 19 th National Congress of the Communist Party of China put the rural revitalization strategy on the agenda as an important work of the Party and the government.The rural revitalization strategy is a further deepening of the poverty eradication strategy and the goal of getting rid of rural absolute poverty,but the overall goal is mainly to form a driving effect around industrial revitalization,so as to achieve the overall revitalization goal.In the process of industrial revitalization,as a new energy industry,photovoltaic can not only meet the requirements of industrial prosperity,but also meet the two goals of ecological livability and rich life,and become an industrial development direction with natural advantages in the rural revitalization strategy.To this end,local governments,especially some regions limited by environmental protection and resource endowment,have taken the photovoltaic industry as their first choice and issued a series of policies to guarantee it.Some governments have directly stepped down,and the government has directly participated in and led the construction and development of the local photovoltaic industry,and has achieved considerable economic and social benefits.This paper aims to take Loufan County,Shanxi Province as an example to study the problems and countermeasures of industrial policy implementation under the background of rural revitalization.Based on the theory of government intervention and Smith policy implementation model,through field visits,literature research,case analysis and other methods,it will deeply study the background of Loufan County’s photovoltaic industry policy formulation,the composition and implementation process of policy implementation agencies,and income statistics of target groups.The implementation effect and existing problems of the policy,and the whole process of industrial policy formulation and implementation are sorted out as comprehensively and systematically as possible.We can see the real benefits that Loufan County has brought to the rural people by vigorously coordinating the construction of photovoltaic projects with funds,and the smooth distribution channels of benefits have been guaranteed through a series of policies.Through the analysis of the marketization law of industrial development and the deconstruction of the different political tasks of the industrial projects established under the leadership of the government in different policy periods,it is found that the existing policy environment of the original industrial policy is not coordinated,the administrative efficiency of the executive agencies is reduced,and the participation of the target groups is not high,which limits the improvement of the independent competitiveness of the photovoltaic industry and the improvement of the level of industrial marketization.In this regard,based on the rural development situation in the context of rural revitalization,four countermeasures are proposed to improve the photovoltaic industry policy,improve the efficiency of policy implementation agencies,stimulate the endogenous power of industrial audiences,and optimize the policy implementation environment. |
