Research On The Policy Of Black Fungus Industry Revitalization In W Town,T City Under The Background Of Rural Revitalization

All along,the revitalization of rural industry is the key and basis to realize the comprehensive revitalization of rural areas,and is a key measure to comprehensively promote the strategy of rural revitalization.In order to promote the revitalization of rural industries,government departments at all levels have continuously introduced various policies for the revitalization of rural industries,and a series of new policies focusing on the large-scale development of rural industries,the construction of the whole industrial chain,and financial support have also been continuously implemented to guide and promote the revitalization of rural industries.Jilin Province is a big agricultural province,black fungus industry in the province’s agricultural industry has a decisive position.However,compared with the relatively mature black fungus industry development system in the eastern part of Jilin Province,T City,as the main city in northwestern Jilin Province,has a poor development in practice compared with the relatively mature black fungus industry development status in the region.The black fungus industry in this region has not yet been integrated into the development system of the black fungus industry in the province.The industrial chain is short,the industrial system is not perfect and mature,and it is urgent for the government to guide and support various industrial revitalization policies to improve the quality of the revitalization and development of the black fungus industry in T City.Therefore,based on the perspective of policy supply,this paper takes T City and W Town,which is a typical agricultural town as the specific research object,and systematically studies the general situation of rural black fungus industry and the corresponding policy supply situation,so as to understand the actual effect of policies in industrial revitalization and some shortcomings that still exist.In order to realize the long-term goal of comprehensively building a modern socialist country and comprehensively revitalizing the countryside,we will provide policy assistance.On the basis of systematic literature review,this paper sorts out the core concepts of rural revitalization and public policy,and defines the core concepts of rural industry revitalization and rural industrial policy based on these concepts.At the same time,combining with the sorting out of relevant studies and the analysis of problems,it selects the theory of sustainable development,resource endowment theory and policy diffusion theory.Taking T City W Town,which is a representative of rural agricultural industry,as an object,this paper systematically analyzes the status quo of rural black fungus industry revitalization policy and the status quo of black fungus industry policy formulation under the background of rural revitalization,and mainly compares the relevant black fungus industry revitalization policies at the national,provincial and municipal levels.This paper analyzes the compulsory implementation of black fungus industrial policy in W Town of T City under the background of rural revitalization,and the path of implementing industrial policy by mixing multiple policy tools,and proves the implementation effect of black fungus industrial policy in W Town under the background of rural revitalization in promoting the basic formation of black fungus characteristic planting industry system,initial results in brand creation,continuous integration with modern science and technology,and higher degree of organization.Based on the above analysis of the effect of policy implementation,this study finds that there are still many problems in the rural industrial policy of W Town in T City under the background of rural revitalization,mainly including the lack of coordination accuracy of fiscal agricultural policy supply,insufficient supply of rural financial services policy,weak supply of land support policy,and structural lack of talent policy supply.Based on the application analysis of relevant policy diffusion theory,the research found that the main reasons for the problems in the revitalization policy of black fungus industry in W Town are the lack of reasonable coordination of financial support funds,the imperfect rural financial service system,the implementation of land security policy is too regular,and the design of talent support policy is not comprehensive enough.Combined with the application of relevant policy supply theories,this study,aiming at the core problems and main causes,puts forward targeted countermeasures for improving industrial revitalization policies under the background of rural revitalization,including: improving financial support policies for industrial revitalization,improving financial service policy supply,creatively implementing land support policies,and strengthening policies for guaranteeing rural industrial talents.At the same time,in order to ensure the implementation of the above countermeasures,from the perspective of policy supply guarantee,this study puts forward suggestions for the optimization of the industrial policy guarantee mechanism of W Town,including the establishment of diversified capital investment channels,the construction of a long-term mechanism for obtaining funds,the improvement of rural financial service system,the deepening of rural land system reform,the absorption of elites,and the optimization of talent structure.
