Research On Supporting Policies Of Integrated Development Of Jurong’s Characteristic Planting Industry Under The Background Of Rural Revitalization Strategy

The implementation of the rural vitalization strategy is the main focus of the work concerning agriculture,rural areas and farmers in the new era,with industrial prosperity as the priority and the top priority in the overall requirements of the rural vitalization strategy.In 2021,the No.1 Document of the CPC Central Committee made detailed arrangements for the specific work of realizing rural revitalization and accelerating agricultural modernization in the new development stage.It proposed to promote the integrated development of the primary,secondary and tertiary industries in rural areas,build a modern rural industrial system,and give priority to the development of agriculture and rural areas.In recent years,Jurong City has made great efforts to modernize the characteristic planting industry,taking the integrated development of characteristic planting industry as the focus of promoting the integrated development of the primary,secondary and tertiary industries in rural areas,and implementing the strategy of rural revitalization.Jurong City government has made some remarkable achievements by formulating and issuing corresponding supporting policies to support the integrated development of characteristic planting industry,but there are still some deficiencies in the policy system.Under the background of rural revitalization strategy,Jurong City government urgently needs to solve the problem of how to optimize and improve the corresponding supporting policy system,so as to promote the integration of characteristic planting industry to better and faster development.This thesis takes the policy of integrated development of Jurong’s characteristic planting industry under the background of rural revitalization strategy as the research object,and according to Smith model of policy implementation process,respectively from the four factors of the policy itself,the implementing agency,the target group and the policy environment,conducts an in-depth exploration of the current implementation status of the policy of integrated development of Jurong’s characteristic planting industry,and summarizes the current results of the policy implementation.Through questionnaire survey,this thesis studies the influencing factors of policy implementation of integrated development of Jurong’s characteristic planting industry,analyzes the shortcomings of policy implementation,and finally puts forward three optimization suggestions for supporting policy system: strengthening the guiding role of government intervention,optimizing the supporting policy of resource elements and strengthening the construction of supporting service system.At present,Chinese researchers mainly focus on the motivation mechanism and development mode of the integrated development of characteristic planting industry,but lack of studies on the promoting effect of government policies.The innovation of this thesis lies in analyzing the deficiencies in the implementation of the integrated development policy of Jurong’s characteristic planting industry from the perspective of government behavior and role in public management and putting forward corresponding suggestions for policy optimization.
