Research On The Development Of Village Level Collective Economy In L County

In recent years, the development of rural areas has received much attention from the state, especially since the rural revitalization strategy was put forward, the No.1 central document of the Central Committee of the Communist Party of China (CPC) every year has put forward the specific expression of developing, exploring,encouraging and deepening the development of village level collective economy. The development of village level collective economy can activate the endogenous power of village collectives, enhance the "building" function, and is an important way to successfully implement the rural revitalization strategy. The village level collective economy is an important component of China’s economy and society, with a large total amount and a large population involved. According to the results of the 7th National Population Census, the population living in rural areas is 509.79 million, accounting for 36.11%. The data on the national asset and capital verification work completed at the end of 2019 shows that there are a total of 4.9 trillion yuan of village level collective assets in the country, with an average of 8.164 million yuan per village.At present, China has elevated the priority development of agriculture and rural areas to a national level strategy, placing the "three rural" work in an important position. Developing and strengthening the collective economy is an important measure for rural revitalization, and as a basic national policy, the development of the rural collective economy has faced important opportunities and challenges. How to make good use of this valuable property and safeguard the vital interests of billions of farmers is an important issue before us.L County in Xianning City is located on the southeast border of Hubei Province,with an area of approximately 2680 square kilometers. It governs 12 townships and 187 administrative villages. It is a former provincial-level key poverty-stricken county that integrates mountainous areas, reservoir areas, old areas, and impoverished areas,with a permanent population of approximately 390000. In completing the tasks of poverty alleviation and rural revitalization, a number of provincial and municipal demonstration villages were built, and in 2020, the overall poverty alleviation was achieved, achieving certain results. However, from the perspective of village level collective economic policies, the problems of hollowing out and marginalization still exist, making it difficult to meet the actual development needs in the new era.Developing and strengthening the village level collective economy, as a relatively general and abstract policy, in order to ensure the smooth implementation of the policy,for the local government of L County, it is necessary to decompose the goals under the guidance of basic principles, formulate specific and detailed policies for policy implementation, clarify work tasks, and solve specific problems. Meanwhile, during the policy implementation process, L County must simultaneously analyze the main variables in the policy implementation process, identify existing problems, and propose solutions, in order to further revise the policy.From the perspective of public policy implementation, this article summarizes the current situation of implementing village level collective economic development policies in L County. Through field research, interviews, and case analysis, it studies the problems in implementing village level collective economic development policies in L County from four levels of policy implementation Smith model: idealized policies,executing agencies, target groups, and environmental factors. The problems in these four aspects are pointed out, Provide certain suggestions for the formulation and implementation of policies for the development of village level collective economy in L County, assist in the development and growth of village level collective economy in L County, and also provide reference for similar regions.
