The strategic plan for rural revitalization points out that "implementing the rural revitalization strategy is an inevitable requirement to solve the main contradictions in China’s society in the new era,achieve the ’Two Centenary Goals’ and the Chinese Dream of the great rejuvenation of the Chinese nation,and has significant practical and profound historical significance.The No.1 document of the CPC Central Committee in 2023 states that "we must make solving the problems of agriculture,rural areas,and farmers the top priority in the Party’s work,fully promote rural revitalization and accelerate agricultural and rural modernization with the strength of the whole Party and society." This not only points out the direction for promoting rural revitalization,but also provides the fundamental guidelines and highlights the priorities for accelerating the realization of rural revitalization.The Opinions on Accelerating the Promotion of Rural Talent Revitalization points out that "the key to rural revitalization lies in people." Talent development is the key to building a socialist modern country with strong strategic strength.The key to rural talent revitalization is to make talents willing to come,stay,and do well.Village cadres are the frontline of rural work and the implementers and implementers of the Party’s various lines,principles,and policies in rural areas.The village cadre team shoulders the heavy responsibility of organizing and leading farmers to build a new socialist countryside,and plays a pivotal role in the process of building a new socialist countryside.However,at present,there are still some problems in the construction of village cadres in China,such as unreasonable personnel structure,weak combat effectiveness of cadres,poor welfare benefits,etc.which not only affect the development of rural economy and society,but also pose a great obstacle to building an agricultural power and achieving comprehensive rural revitalization.Therefore,the construction of the village cadre team is very urgent.Based on the investigation and research of the village cadre team in Pingle Town,Chengdu City,this paper analyzes the construction of the village cadre team in Pingle Town,Chengdu City,under the background of rural revitalization,using research methods such as literature,questionnaire,and interviews,on the basis of explaining the concepts of rural areas,village cadres,rural revitalization strategies,rural governance theory,human capital theory,and Maslow’s hierarchy of needs theory.The investigation and research found that the construction of the village cadre team in Pingle Town has achieved certain results,and the combat effectiveness,cohesion,self quality,and service ability of village cadres have continuously improved.However,there are still problems such as a single source of personnel,uneven job distribution,insufficient selection of reserve cadres,and inadequate incentive and assessment mechanisms.Therefore,suggestions are proposed to broaden employment channels,strictly select and employ personnel,strengthen the strength of reserve cadres,strengthen the training of village cadres,innovate training methods,ensure the treatment of village cadres,and expand their development space. |
