Population issue is the most important thing of the country,General Secretary Xi Jinping has repeatedly made important instructions and approvals,emphasizing the importance of population development to the development of the Chinese nation,and requesting to strengthen the study of population trends,improve the population development strategy,and gradually adjust and optimize the fertility policy in accordance with the reality of the demographic development and change.Since entering the new stage of fertility incentives,China has successively launched the population policies of two children alone and two children across the board,but due to the continuous decline in the fertility intention of the population of childbearing age,the effects of the policies of two children alone and two children across the board have been less than expected.2021,the data from the seventh national population census show that China’s total fertility rate has dropped to the very low level of 1.3,and the structural contradiction of the population,which is centered on the aging and childless population,has become increasingly prominent,and the “three-children-per-parent” policy has been increasingly effective.The“three-child” policy came into being as a result of the increasingly prominent demographic structural contradictions centered on childlessness and aging.However,because some local governments have not fully recognized the importance of the demographic structure to social development,have not paid sufficient attention to the demographic situation and demographic issues,and have failed to develop and implement timely and effective fertility incentives to increase the fertility intentions and behavior of the population of childbearing age,the country’s total population will experience negative growth for the first time in2022.Yibin is located in the inland southwest of the country.As a fourth-tier city,it is affected by the siphoning effect of big cities,and its population is in a state of net outflow.The data from the seventh national census shows that Yibin is facing a lower population growth rate,a more prominent demographic problem of childlessness and aging,and a higher population dependency ratio compared with the national average,and that Yibin’s demographic problems are being emphasized.The negative impacts of demographic changes on socioeconomic development in Yibin are gradually taking shape.This paper conducts a research on optimizing fertility incentives in Yibin,Sichuan Province,using literature review,econometric and statistical analysis,comparative research and survey research methods,by reading relevant academic journal literature,bulletins and documents,combing the relevant theories,the current status of domestic and international research,combining with the results of analyzing the questionnaire analysis of the current situation of fertility of Yibin population of childbearing age and the willingness to give birth,to analyze the implementation of fertility incentives and the status of population growth in Yibin.Points out that Yibin’s fertility incentives have problems such as low policy awareness,insufficient response to the public’s concerns,and lack of protection and attention to women.After analyzing the causes of the existing problems,Yibin’s recommendations for optimizing fertility incentives are based on theories related to public management and other local experiences,such as positively responding to the creation of a birth-friendly social atmosphere,responding to the concerns of the masses by taking the public line on fertility incentives,accurately applying measures to alleviate the anxiety of women of childbearing age about childbearing,and strengthening the supervision and attention to the effectiveness of the implementation of the incentives.The recommendations are intended to serve as a reference for cities(states)in similar situations to optimize fertility incentives and to promote the long-term balanced development of the population.
