In recent years, affected by multiple factors,China’s population has fallen sharply, and the fertility rate has also declined in a cliff-like manner.Few children and aging are becoming the main characteristics of China’s population development. In view of the current population situation,China’s fertility policy has experienced a continuous adjustment from the "single two-child"policy to the "comprehensive two-child" policy in a short period of time, and then to the "three-child" policy. However, the implementation effect of the "single two-child" and "comprehensive two-child" policies in the previous stage is far lower than expected.Fertility intention is one of the important factors to predict fertility behavior.Studying the influencing factors of fertility intention helps to find and put forward corresponding countermeasures and suggestions to improve fertility rate. This study takes the childbearing age group in Jingjiang,a county-level city,as the research object, and takes the satisfaction of basic public services related to fertility as the research content.Starting from the six services that people pay more attention to,including infant care and trusteeship, public education, public medical care, housing security, social management, and labor employment, questionnaires are issued to collect first-hand data on fertility intentions and public service satisfaction of childbearing age groups, and to examine the impact of public service satisfaction on fertility intentions of childbearing age groups through empirical analysis. The study found that Jingjiang childbearing age groups are not satisfied with the relevant public services, basically at the ’ general ’ level of satisfaction;the level of public service is one of the factors for the childbearing age group to choose whether to give birth, but not the core factor;public service satisfaction has a positive effect on fertility desire, and the fertility desire of the childbearing age group with higher public service satisfaction is stronger. It can be seen that the influence of fertility intention is still rooted in the game of fertility cost and utility, and public services can replace it,thus affecting fertility intention. Therefore, corresponding suggestions are put forward from the aspects of improving the total amount and quality of basic education resources, improving the medical level, ensuring the quality of employment, and stabilizing housing prices,in order to reduce the cost of child rearing by improving public services, support more families to achieve "dare to fertility and parenting".
