| According to the strategic deployment requirements of the 19 th National Congress of the Communist Party of China,the rural revitalization strategy is a very important part of it,as well as a key link in building a well-off society in an all-round way and realizing social modernization.The implementation of the rural revitalization strategy has opened a brand new chapter for the present rural revitalization,and has brought new opportunities for the implementation and success of our "three rural" work.Relevant scholars believe that in order to vigorously promote rural revitalization,we must focus on solving the many bottlenecks of rural talents.This concept in a very long time plays an important role in the theoretical guidance and experience accumulation of the construction of rural talents.However,in view of the current situation of the construction of rural talent team in China,there are still many problems,such as: it is difficult to retain rural talents,it is difficult to introduce rural talents,it is difficult to train rural talents and it is difficult to manage rural talents,etc.These shortcomings make the construction of rural talent team difficult.Therefore,we should pay more attention to the construction of rural talents from various aspects,strengthen the attraction and training of rural talents,gradually improve and innovate the construction mechanism of rural talents with more proactive,active,inclusive and efficient talent policies,and fully support the implementation of the rural revitalization strategy.In the future for a long time,this will be an important part of rural construction work.Taking Tai’an City daiyue district rural talent team construction problems as the research object,after in-depth field site investigation summary all survey data were analyzed,and the analysis and made clear in the process of rural revitalization strategy implementation,Tai’an City daiyue district rural talent build social actual situation,and the existing problems and the possible reasons were analyzed.At the same time,combined with the current social reality and situation requirements,put forward targeted suggestions and strategies for the construction of rural talent team in Daiyue District.Through the study of this paper,in recent years,Daiyue District in the implementation of the rural revitalization strategy has taken a lot of positive measures,no matter from the strategic deployment,or from the details of the implementation have a great degree of promotion.Through the determination of the goal of rural talent team construction,the construction of organizational leadership and the improvement of talent development environment,a complete rural talent team construction mechanism has been gradually formed.Daiyue District has fully realized the significance of the construction of rural talent team,and has made many achievements in the quantity,quality and development environment of the talent team.However,in terms of the current situation of the construction of rural talent team in daiyue district,there are still many problems,such as :(1)the overall number of rural talents in the district is relatively small,the number of growth is relatively slow;(2)The structure of talents in the whole district is not reasonable and the overall distribution is not balanced;(3)The quality level of rural talents is relatively low,and the daily skill training is less;(4)Under the background of rural revitalization,the construction of rural talent team in the whole region is relatively large resistance,lack of flexibility,pertinence and initiative;(5)The construction method of rural talent team is not reasonable,especially in the training of talents,there are many problems,the training mechanism is not perfect,it is difficult to meet the needs of rural revitalization.The reasons include natural factors,obstacles of urban-rural dual structure,financial constraints at district level and other objective reasons,as well as insufficient understanding of the importance of traditional talent outlook,the inability of traditional talent outlook to meet the needs of rural revitalization,the imperfect public service system of rural talent team construction,and the poor compatibility and adaptability of local talent development policies.Rural talent team management of the professional and scientific is not enough and other subjective factors.So,daiyue must first comb work idea of the construction of rural talent,gradually establish a scientific,reasonable and close to the reality of talent training philosophy,through the improvement of the talent development environment and management of the talent group layout optimization,etc.,gradually establish talent introduction and cultivation system,gradually to break the current rural talent team construction,further completes the rural talent team construction work,To promote rural revitalization of building blocks. |
