Research On The Evaluation And Enhancement Of The Competitiveness Of Inner Mongolia’s Science And Technology Talents

In today’s world,with the deepening of the scientific and technological revolution,the importance of scientific and technological innovation is self-evident,and scientific and technological talent as a key factor in the continuous development of science and technology,has become a resource that countries around the world have grabbed,and the competition for scientific and technological talent has intensified.Science and technology talent is the most competitive talent resources,the first has a higher level,more innovative science and technology talent resources,mastered the initiative in the science and technology talent competition in the war,is conducive to enhance the overall competitiveness.In recent years,the process of economic and social development in Inner Mongolia has been accelerated and significant achievements have been made.However,due to the backwardness of talent values,the difficulty of using special funds,the imperfect evaluation system and mechanism,and the weak support of scientific research environment,Inner Mongolia’s scientific and technological talent competitiveness ranking is in the backward position compared to other provinces,cities and autonomous regions in the eastern region and even in the western region.Whether Inner Mongolia can make a breakthrough and improve its competitiveness in such a fierce competition for scientific and technological talents in the future lies in how to gather high-level,high-quality and innovative scientific and technological talent resources,how to guarantee the investment in science and technology,and how to create a quality research environment.This study firstly,by reviewing and studying the literature related to the competitiveness of scientific and technological talents,combined with the theories related to the competitiveness of scientific and technological talents,scientifically defined the concept of scientific and technological talents and constructed the evaluation index system of the competitiveness of scientific and technological talents in Inner Mongolia.Secondly,this study collected data based on 30 Chinese provinces,cities and autonomous regions(except Tibet)from 2017 to 2021,assigned weights using the entropy value method,and obtained the overall ranking of Inner Mongolia’s science and technology talent competitiveness and the ranking of four first-level indicators through weighted calculation,analysed Inner Mongolia’s science and technology talent competitiveness through horizontal and vertical comparison,and measured the competitiveness of Inner Mongolia’s science and technology talent in the national scope The level of competitiveness of Inner Mongolia’s science and technology talents in the whole country is measured.Finally,the problems that exist in the competitiveness of scientific and technological talents are analysed,and then the problems are traced back to their roots.It is hoped that this study will provide practical suggestions for the competitiveness of scientific and technological talents in Inner Mongolia as far as possible,and will serve as an important theoretical reference for the future development of scientific and technological talents in Inner Mongolia.
