The 20 th National Congress of the Communist Party of China(CPC)put forward that the central task of the CPC is to rally and lead the people of all ethnic groups in China to fully build China into a great modern socialist country,realize the second centenary goal,and comprehensively promote the great rejuvenation of the Chinese nation through Chinese-style modernization.Strengthening social governance at the grassroots level is one of the guarantees,and grassroots civil servants,especially young civil servants at the grassroots level(generally referring to civil servants at or below the age of 35 working in county level departments,towns and sub districts)are the backbone to achieve this goal.In recent years,there has been an increasing number of young people in the grassroots civil service.At the same time,there has also been a loss of young civil servants.This phenomenon is universal.Therefore,it is very urgent and significant to study the turnover intention of young civil servants at the grassroots level and its influencing factors.Using the methods of survey,statistical analysis,and interview,this paper takes the young grassroots civil servants in the F city as the sample,and makes a relatively comprehensive research on the turnover intention of young grassroots civil servants and its influencing factors.On the basis of sorting out the existing research and theoretical analysis,a questionnaire was developed to investigate 369 young grassroots civil servants in 8 counties(cities)and districts of F City.The basic situation and characteristics of the loss of young grassroots civil servants were studied and analyzed.The regression method was used to verify the influence degree of relevant factors on the turnover intention.The study found that 82.66% of grassroots young civil servants have the intention to leave,and only 17.34% do not.Among the 8 variables with significant influence,work pressure and location factors had positive and significant influence on turnover intention.Economic income and welfare level,promotion opportunities,assessment and incentive,learning and training,humanistic care,public service and infrastructure level negatively significantly affect the intention to lose.The nine variables that have no significant influence are the years of working at the grassroots level,education level,skills,policy awareness,successful precedent of loss development,interpersonal relationship,the degree of occupation love,the geographical remoteness,and the social occupation evaluation.Based on the survey and analysis of the feedback problems,this paper puts forward countermeasures and suggestions from the aspects of improving the grassroots treatment,improving the management system,implementing the burden reduction measures,strengthening education and publicity,and improving the hardware conditions,in order to reduce the loss of grassroots young civil servants and promote the overall stability of the team to provide decision-making reference.
