At present,the management of grass-roots civil servants in China is facing some difficulties and challenges in its development process.In addition,the ideological concepts and behavior choices of young grass-roots civil servants have changed,which has further led to increasing loss of young civil servants in grass-roots areas.In recent years,the young civil servants at the grass-roots level have shown a new characteristics,that is,the high turnover rate of township civil servants,non-registered civil servants and highly educated civil servants,which will lead to a series of problems such as low administrative efficiency of grass-roots government and unbalanced civil servants structure.As the backbone of future government governance,the loss of young civil servants at the grass-roots level has attracted the attention of the government,public figures and public management researchers,and also aroused the author’s high concern.In this paper,Y County in Shaanxi Province is taken as the research object.Influenced by many factors such as the natural environment,traffic and economic situation,the problem of‘recruitment and retention’of young civil servants are more prominent,especially the small number of grassroots civil servants in town government.Therefore,what measures should be taken by Y county to alleviate the loss of young civil servants at the grass-roots level,and how to motivate young civil servants to take action and serve the people have become the key work to be grasped at present.This study takes young grassroots civil servants under 35 years old in Y County as the research object,draws lessons from the relevant research results at home and abroad,takes Motivator-hygiene theory,ERG theory,price Mueller model and other theories as the guidance,and studies the current situation of the loss of young grassroots civil servants in Y County from the first-hand report data of the last three years(2019-2021).It is found that the loss of young grass-roots civil servants has lead to the weakening implementation capacity and efficiency of the government,and the low development in grassroots area.Through questionnaire and interview,the environmental factors,individual factors and structural factors were analyzed and summarized,and the reasons for the loss were found,such as poor working environment,imperfect management of young civil servants at the grass-roots level,and also the changes of personal self-worth and public opinion,based on price Mueller model,from the the environmental factors,individual factors,structural factors to solve the loss of young civil servants,this paper puts forward some countermeasures and suggestions,such as reducing work pressure,improving salary and treatment,optimizing interpersonal relationships and strengthening self-construction,so as to alleviate the phenomenon of the loss of young civil servants at the grass-roots level and strengthen the construction of young civil servants at the grass-roots levels.
