Since it is clearly formulated the policy of progressively delaying retirement age in the Third Plenary Session of the 18 th CCP, "delay retirement”, after being reported in the major media sites, becomes the focus of attention once again. Especially on the January 14, 2015, the State Council issued the Decision on PSU reform the pension of system staff organs, caused an uproar in the group of civil servants. Their retirement intentions and options will also change. Delayed retirement intention of grassroots civil servants is an important factor for policy formulation and implementation and one of the standard public opinions of delay retirement policy. The main purpose of this thesis is to explore the grassroots civil servants retirement intention and its influencing factors to reduce the resistance for the relevant departments. It also provides the reference for the grassroots civil servants.This article combines the methods of literature study and empirical research. After the review of the research of domestic and foreign scholars on related issues, the grassroots servants of a county in Jiangxi Province are selected as the object of the empirical research. Through the analysis of the collected data, we are able to determine whether the factors, such as individual characteristics, family characteristics, job characteristics and others, have significant impacts on the intention of the grassroots civil servants to delay retirement and derive the following conclusions:(1) Personal characteristics like gender, age and education level showed a positive correlation.(2) Burden from the previous generation in the family characteristics has negative influence, while burden from the next generation is positive effect, and family economic status has a significant influence on retirement intention.(3) The administrative level and the average monthly income in working characteristics of grassroots civil servants are positively correlated to delayed retirement intention.(4) Other features like salary policy and the endowment insurance policy have positive influence on retirement intention.According to the analytic results, this thesis proposes the following revelations: 1. Policy makers should be connected with the existing statutory retirement age policy. 2. We should develop flexible retirement system. 3. Construction of the incentive mechanism of the delay retirement policy. 4. Normalization of civil servants promotion channel. 5. Improvement of the elderly care service system. 6. To extend firstly the retirement age of population who are less resistant.
