Research On The Problems Of Childcare Services In Shandong Province Under The Comprehensive Three-Child Policy

In 2015,China promulgated a “comprehensive two-child” policy,while data from recent years show that the goal of increasing fertility rate has not been achieved.The Political Bureau of the CPC Central Committee,therefore,held a meeting on May 31,2021,to make clear arrangements for the policy and related support measures for a couple to have three children,and childcare services became an important part of it,and the relevant national departments are responsible for formulating and implementing it.Compared with developed countries,the late start,incomplete development of childcare services in China and the great imbalance between supply and demand has resulted in a series of problems such as high family support costs and difficulties in employment for women,which has seriously affected the willingness of women to have children.Shandong Province,a large population province,which has a huge demand for childcare services,has always been the driving force of population growth.Taking Shandong Province as the research object,this article examines the current situation of childcare service development in depth to explore how to improve the childcare service system under the comprehensive three-child policy.This paper first introduces the research background and significance,This paper first introduces the research background and significance,under the “comprehensive two-child”policy,the effect of stimulating fertility is not significant,and the aging of China’s population is further deepening.The country has timely proposed the comprehensive three-child policy,and childcare services have become an important part of the implementation of China’s comprehensive three-child policy.Subsequently,an analysis was conducted on the current research status of domestic and foreign childcare services.In the development process of childcare services for 0-3 years old infants and young children in any region,numerous problems are inevitable,and these problems all have common ground.Therefore,we can use these issues as breakthrough points,tailor the medicine to the situation,provide opinions and suggestions,and solve these problems in order to better develop childcare services.Based on existing successful experience,improve the existing system to better establish a new institutional system that promotes the development of childcare services for infants aged 0-3.After determining the research methods mainly based on literature review and questionnaire survey,the research approach was clarified,which is to analyze the current research status and problems of childcare services in China and abroad under the background of the comprehensive three-child policy.Based on the research on childcare services in Shandong Province,the problems in childcare services in Shandong Province were identified and their causes were analyzed.Drawing on the experience of childcare services in advanced regions,the gap in childcare services in Shandong Province was analyzed,Propose countermeasures and suggestions to improve the childcare service system from the perspectives of government and society.After defining the concepts of comprehensive three-child policy and childcare services,the theoretical basis was discussed from the perspectives of new public service theory and welfare pluralism theory,consolidating the theoretical foundation of the paper.Subsequently,an analysis was conducted on the survey questionnaire results,and it was found that there is great room for development in the childcare service market in Shandong Province,and there is an urgent need to increase development efforts.Based on the relevant data published on the official website of Shandong Province,it is summarized that there is a large supply-demand contradiction and insufficient specialization in childcare services in Shandong Province.An in-depth analysis was conducted on its causes,mainly due to the large supply-demand contradiction,insufficient specialization and standardization of childcare services,and insufficient participation of social forces in the high-quality development of childcare services.Through in-depth research and analysis of relevant practices in Shanghai,Jiangsu,and other places,learning from their advanced experience,a series of suggestions have been put forward from strengthening government responsibility,integrating social forces,and increasing talent cultivation.Finally,an outlook and summary were made at the end of the paper.
