On The Construction Of Public Childcare Service System For Children Under 3 In Fuzhou City

It was put forward in the fifth Plenary Session of the 19 th Central Committee that improving childbearing policies to promote a long-term population growth in a balanced way has become one of the government’s key jobs.As an important part of an inclusive and beneficial childcare service system,the service for infants under the age of 3 has been one of people’s primary concerns for it has a lot to do with their livelihood and social environment.In May,2019,the General Office of the State Council issued management regulations,with supportive documents such as standards for establishing childcare institutions,and also registration and regulation of these institutions.In May,2021,the “three-child policy” was made by the government with a series of supportive measures,with an aim torelieve people’s pressure on raising children and arouse their desire to produce more.At present,China has initially established the legal and normative system of infant and young child care service,and accelerated the establishment of such institutions with exemplary and leading effect.The Fujian Province attaches great importance to the work of public childcare services for childrenunder 3 and has launched a pilot project on childcare service all around the province.And this has been carried out as a project of serving people by the provincial committee and government.To further facilitate thepublic childcare service,Fuzhou has put in place a pilot implementation program and issued a document “Some Policies of Fuzhou Government to Encourage Childcare Services from Non-governmental Sectors”.Although some achievements have been made in speeding up the development of public childcare service,but the supply of the service still falls far behind of demand.Taking Fuzhou City as an example,this paper analyzes status quo and investigates the imbalance between supply and demand of the public childcare service system,and studies the construction of it with interviews and questionnaires from parents with children aged 0-3 years.The existing problems and their causes are analyzed and lessons are drawnfrom advanced experience and practices at home and abroad in an effort to figure out a practical reference scheme for the healthy and orderly development of public childcare service in Fuzhou and to help realize people’s hope for a better life.
