Study On Fire Safety Collaborative Governance Of Residential Rental Housing In Ouhai District,Wenzhou

With the development of economy and society,the increasingly fast urbanization process causing a large number of floating population move to economically developed cities,meanwhile,a huge demand for rental housing was generate.Especially in urban agglomerations with rapid socio-economic development such as the Yangtze River Delta and the Pearl River Delta,residential rental housing showing the development trend of "spatial agglomeration".Among the series of social governance problems which brought by residential rental housing agglomeration,the fire safety governance of residential rental housing has become a new problem in the government’s social governance.From the perspective of collaborative governance theory,this paper forced on the fire safety governance of residential rental housing by taking Ouhai District,Wenzhou City as an example.Based on Collaborative Governance theory,Holistic Governance theory and Digital Governance theory,by using research methods such as literature research,observation and interview,this paper analyses on the present situation,existing problems and causes of the fire safety collaborative governance of residential rental housing in Ouhai District,and puts forward some pertinent suggestions.First of all,this paper defines the concepts of residential rental housing,fire safety and fire safety collaborative governance,explains the specific connotation of Collaborative Governance theory,Holistic Governance theory and Digital Governance theory,as well as the support of the above theories for residential rental housing collaborative governance.Secondly,this paper explains the current situation of cooperative fire safety management of residential rental housing in Ouhai District from the three dimensions of collaborative governance stakeholders,collaborative governance process and collaborative support,and summarizes the three achievements of Ouhai District under the current governance status,namely,significant reduction in accident risk of residential rental housing,improving the efficiency of government led collaborative governance processes,social organization playing a coordinating and auxiliary role.Then,combined with the interview content and the data obtained from the author’s work,the paper summarizes that the collaborative governance of fire safety of residential rental housing in Ouhai District mainly has four problems:unreasonable collaborative governance structure,unsmooth overall collaborative process,insufficient collaboration of social organizations and public,lack of long-term effectiveness in collaborative governance.The reasons for above problems include: inadequate understanding of the concept of collaborative governance among stakeholders,incomplete coordination mechanism to reconcile the interests of multiple stakeholders,insufficient support for standardized collaborative systems,and limitations in the application of technical means.Finally,in view of the difficulties and challenges faced by Ouhai District in the fire safety governance of residential rental housing,the paper puts forward countermeasures and suggestions to improve the fire safety collaborative governance capability of residential rental housing in three aspects,including complementing the shortcomings of stakeholders of collaborative governance,constructing a collaborative mechanism of multiple stakeholders co-governance,and strengthening the support and guarantee of collaborative governance.
