Fire safety management of group rental housing is an important topic in the field of urban social governance.Poor fire safety conditions in buildings,dense occupants,widespread illegal use of fire,electricity and gas,and weak fire safety awareness have become the pain points of group rental housing management,which is the key to urban fire prevention.Controlled depressions are often fatal and fire accidents continue.Although governments at all levels have rectified for years,group rental housing has strong liquidity,high concealment,and rapid rebound of hidden dangers,which makes it easy to fall into a vicious circle of “rectification-rebound-rectification”,which is a typical field of grassroots campaign-style governance.Although sports governance can achieve certain governance goals in the field of group rental housing,relieve the pressure of government fire prevention and control in a short time,and conform to the logic of government officials’ behavior,it faces many difficulties,consumes a lot of administrative resources,violates the spirit of the rule of law,and encourages speculation mentality,and it is difficult to achieve a fundamental improvement in the fire safety situation.Taking the fire control of group rental housing in Wenzhou as the research object,the author uses interviews,case studies,literature research and other methods to analyze the transformation process of fire control of group rental housing in the city in detail.Strict","practical" and "largest-scale" practices have invested a lot of administrative resources in ideological mobilization,assessment and incentives,law enforcement crackdowns,and accountability,and have achieved governance goals to a certain extent.However,the administrative cost of this model is high,and with the reform of the government’s administrative system,the traditional rigid attack path of "strong attack and pressure" is unsustainable.The city tries to break the movement-style governance process,starting from the implementation of technological transformation,the use of policy tools,the construction of a regulatory system,and the implementation of digital management and control,to promote the transformation of movement-style governance into normalized governance.The author believes that the fire control of group rental housing is not a simple government management issue.It involves multiple disciplines and fields such as laws and regulations,information technology means,and administrative systems.It is necessary to get rid of the single perspective of fire safety and integrate into the comprehensive management of group rental housing,and even the overall planning of the grass-roots governance system.consider.This paper uses the theory of policy tools,the theory of holistic governance,and the theory of multi-center governance to deconstruct this transformation process.By summarizing the city’s practices,it finds the current changes in the form of group rental buildings,the lack of coordination between the main body of supervision and the policy,the rebound of hidden dangers,and the self-governance at the grassroots level.There are difficulties and challenges such as lack of fire awareness,immature technical governance methods,etc.,and reveal the deep-seated reasons behind them,and use systematic thinking to propose an optimization path for normalized governance: one is to strengthen the application of group rental technology governance means,and the other is to Improve the diversified and professional standard system,the third is to strengthen the construction of the fire supervision system for group rental housing,the fourth is to improve the policy guarantee for normalized governance,and the fifth is to activate the resource potential of socialization and marketization. |
