Research On Community Fire Safety Governance From The Perspective Of Collaborative Governance

The community is the minimum unit of urban governance,and the community fire safety occupied am underestimated strategic position in building a safe city and a harmonious society.However,with development of urban construction and economic,fire prevention capabilities in community level fail to keep pace with them,and fire problems in community emerge one after another.The superposition effect of various factors has made the situation of community fire safety management increasingly severe,and community fire management has a long way to go.The problems of community fire protection management are prominently manifested in the weak self-governance ability of community fire protection,low participation of multiple subjects,fragmentation and sports management of community fire management,and emphasis on rescue and prevention of fire accidents.The root cause of these problems is the unique institutional environment in China,the unbalanced distribution of responsibilities among relevant parties,multiple subjects such as the government,departments,society,and the public have failed to achieve a state of collaborative governance in community fire management.Multi-subject collaborative governance is a good recipe to solve public problem in the field of public administration.Then,can the collaborative theory provide effective guidance for community fire management? This paper conducts research in accordance with the logic of "proposing problems-> theoretical modeling-> analyzing problems-> solving problems",and combines collaborative governance theory with community fire prevention.Firstly,this paper start from the collaborative governance theory,by drawing on the existing collaborative governance analysis model and combining the elements and characteristics of community fire safety management,a comprehensive model of community fire collaborative governance with localized characteristics is constructed.Secondly,through the analysis and comparison of the comprehensive model of community fire protection collaborative governance and the actual situation of fire safety management in Nanjing X Street,the collaborative governance theory and community fire protection practice are combined,and the pre-event,during and after-event coordination is analyzed using fire occurrence as demarcation point.Finally,according to the weak links of community fire protection management obtained from the analysis results,optimization suggestions are put forward,mainly from three aspects:concept and pattern,mechanism and legal system,action and method.Detailed measures are put forward,such as cultivating synergy concept,building synergy pattern,improving supervision mechanism,legal guarantee,promoting the participation of multiple subjects,and building a platform for multiple subjects’ collaborative participation.It is expected to make a modest contribution to improving the fire management level of urban communities and even the ability of fire emergency management.
