Research On Governance Of Fire Safety Of Residential Complex In Jianyang District,Nanping City

In the process of developing the modernization of governance system and ability,the primary-level public safety and the building of emergency management ability is a big part of it.Among it,the governance of fire safety of residential complex is an important part in the public governance field.However,there are some residential complex still exist severe fire safety problems,the fire accidents often occurred recently.So the governance of fire safety has been a huge dilemma in the process of developing the modernization of governance system and ability,the primary-level public safety and the building of emergency management ability,which is urgent to be solved.In the process of governance of fire safety of residential complex,the collaboration of each main body of governance such as the government,the property company,the community owner committee and the property owners,is the critical part.It impacts the result of governance whether they could make effective coordination and make a difference or not.Based on it,this thesis research on governance of fire safety of residential complex in Jianyang District,Nanping City by interview method and questionnaire survey,getting known of the present situation of the governance of fire safety in Jianyang District,Nanping City,including the main body,the measures,the main result and the situation of governance.The research finds some problems in the governance,such as government departments fail to perform their duties,the property companies lack fire safety responsibility,the community owner committee is but a shell and insufficient participation of the property owners in governance.The main reason of those problems,including imperfect working mechanism of government in governance,the property companies pay insufficient attention to fire safety governance,the community owner committee lacks governance ability,the property owners’ awareness of fire safety is weak,the culture atmosphere of fire safety in community is not strong.On this basis,put forward some countermeasures and suggestions to improve the effect of the governance of fire safety of residential complex,such as intensify the leading role of government in governance,broaden the participation and the approach of market and society,strengthen fire safety education and create a good social atmosphere,in hope that give valuable decision reference for government to formulate relevant policies.
