Study On The Collaborative Management Of The Risk Of "Small Fire Kills People" In Jinan

Fire safety is an important part of national security and public security.In recent years,with the continuous improvement of the governance level,the "fire catastrophe" has almost disappeared,creating a relatively stable and orderly fire safety environment for economic and social development.At present,new situations and new features have emerged in the fire safety situation.The number of "small fire kills people" and the total number of deaths have increased year by year,which occur in small units and places with small economic losses and small areas of fire,but also cause deaths.The same problem has also occurred in Jinan.The frequent "small fire kills people" around the people have seriously impacted the people’s sense of security,happiness and sense of gain,and continue to rectify such risks.This article is based on the current situation of collaborative governance of the risk of"small fire kills people" in Jinan City.By relying on methods such as investigation and comparative study of case studies,a large amount of information and data has been collected.Based on the SFIC model,a risk analysis model of "small fire kills people" has been constructed to explore and analyze previous governance methods.Introduce five variables:collaborative motivation,collaborative engine,collaborative behavior and consequences,and external environment,analyze the manifestation and degree of collaboration in each situation,and summarize the problems of mutual blame,interest game,and low quality of multi-agent participation in risk collaborative governance of "small fire kills people".Through the analysis of the problems,it is found that there are three reasons behind the problems:insufficient design of collaborative governance systems,poor communication and coordination among governance entities,and inadequate guarantee mechanisms for collaborative governance.Meanwhile,in the process of collaborative governance,this article found that the inadequate reform in the field of fire safety and the new constraints brought by changes in population structure have clearly spread to the field of fire safety governance.In addition,the source control of fire safety has been weakened,and the intrinsic safety level of fire protection has decreased.On the basis of the above research on the problems and causes,this article proposes four countermeasures and suggestions:strengthening the top-level design of risk collaborative governance for"small fire casualties",shaping and improving the participation path of "small fire kills people" risk collaborative governance,improving and consolidating the guarantee mechanism of "small fire kills people" risk collaborative governance,and resolving and eliminating prominent "small fire kills people" risks,It provides ideas for collaborative solutions to urban governance,especially grassroots governance,in various regions.
