Study On The Policy Implementation Of Rural Dilapidated House Reconstruction In Xianyang City

Housing is an important building that guarantees people’s normal living and is one of the fundamental interests of the people.The issue of rural dilapidated house renovation has always been a realistic problem that the Party and the government highly value and are deeply concerned about.In the process of embarking on a new era of rural revitalization,the level of implementation and effectiveness of rural dilapidated house renovation policies directly affects the living standards of low-income groups in rural areas,the establishment of public credibility of local governments among the people,and even the harmony and stability of local society.Therefore,coordinating and handling rural dilapidated house renovation issues is an important issue that local administrative management cannot ignore and requires serious attention and in-depth research.In the process of researching the implementation of rural dilapidated house renovation policies in Xianyang City,methods such as field visits,case analysis,and questionnaire surveys were used to collect and sort out the overall situation of the implementation of rural dilapidated house renovation policies in Xianyang City.To facilitate problem analysis,basic concepts such as housing security,rural dilapidated house renovation,and policy implementation were explained,and Maslow’s hierarchy of needs theory,customer-oriented theory,and Smith’s policy implementation model theory were elaborated as the theoretical basis for subsequent research.The main contradictions that hinder the implementation process of rural dilapidated house renovation policies in Xianyang City were sorted out,and the reasons were analyzed.Based on absorbing and learning from successful experiences of dilapidated house renovation at home and abroad,countermeasures and suggestions were put forward to improve the level of implementation of rural dilapidated house renovation policies in Xianyang City.The paper points out that the main contradictions affecting the implementation process of rural dilapidated house renovation policies in Xianyang City are:the scientific nature of policy design content,insufficient coordination ability of implementation agencies,lack of consensus among policy recipients’ participation,and many interfering factors in the policy execution environment.The main reasons for these problems are: the lack of fit between policy design and rural reality,the lack of correct political achievement orientation of implementation organizations and their personnel,the existence of biased values among target recipients,and prominent social contradictions in the policy execution environment.The experience of perfecting the social security model,planning renovation according to local conditions,and integrating industrial resource advantages in dilapidated house renovation practices at home and abroad has certain reference value for Xianyang City.Through summarizing relevant experience and research,it is believed that the improvement of the level and effectiveness of the implementation of rural dilapidated house renovation policies in Xianyang City needs to focus on the following aspects: first,improve the policy system for rural dilapidated house renovation;second,improve the organizational and operational mechanisms for policy implementation;third,Take a variety of measures to gain support from target audiences;fourth,create a high-quality development policy execution environment.It is hoped that this research can improve the level and effectiveness of the implementation of rural dilapidated house renovation policies in Xianyang City,accelerate the progress of clearing rural dilapidated houses,comprehensively consolidate the results of the "Two No Worries and Three Guarantees" housing security work during the poverty alleviation campaign,and allow people to live more safely and comfortably.The paper still has issues such as a limited scope of field research and incompleteness,which is hoped to be addressed in subsequent follow-up studies.
