| With the end of my country’s targeted poverty alleviation and the development of rural revitalization,the rural landscape has undergone significant improvements.However,some rural areas still have incomplete reconstruction and people live in dilapidated houses.Therefore,improving housing conditions has become the desire of the masses.From the perspective of my country’s long-term development,the implementation of the dilapidated house renovation policy is the key to ensuring the safety of farmers’ housing,and it is also an important measure for the country to benefit farmers,which reflects the country’s attention to farmers and care for the masses.G District is national-level new district approved by the State Council in January 2014,and M Town is the largest town among the four directly managed townships in G District,including 31 villages(residences).villages in the ordinary sense.And as the earliest pilot town for the renovation of dilapidated houses in rural areas,it is of great value to choose it as the research object.Based on this,this article conducts an empirical investigation on the current situation of the implementation of policies for the renovation of dilapidated houses in M Town,Guizhou Province,in order to study the issue of deviation in the implementation of policies for the renovation of dilapidated houses.This enriches the content of theoretical research on policy implementation and provides reference significance for similar policies in their implementation.This article combines literature research,case analysis,and survey questionnaire methods to strictly define the connotation and extension of the three core concepts of "dilapidated housing renovation policy","policy implementation",and "policy implementation deviation".Based on this,an empirical survey and statistical analysis are conducted on the situation and current situation of the implementation of dilapidated housing renovation policy in M town since it was classified as G district(including poverty type,dilapidated housing level,permanent population,subsidy amount,etc.),Then,combined with the Horn Mitt policy implementation model,the current situation of the implementation of the dilapidated housing renovation policy in M Town,Guizhou Province was analyzed,and the effectiveness of the implementation of the dilapidated housing renovation policy in M Town’s rural areas was analyzed in depth.The deviation problem and reasons for the implementation of the dilapidated housing renovation policy in M Town,Guizhou Province were systematically analyzed by combining national intervention theory and housing security theory.Based on the analysis of the problems and causes,targeted corrective measures have been proposed for the implementation of rural dilapidated housing renovation policies in M Town,Guizhou Province. |
