Research On The Implementation Of The Rural Dilapidated House Renovation Policy

At present,our country is in from planned economy system to market economy system.The formal rules of the market economy have not been completely established,and the social system structure is fractured and blank.It has an impact on people.Just as the interpersonal relationship structure of rural society “difference preface pattern”proposed by Fei Xiaotong.The closed and self-sufficient agricultural economy and the traditional culture have laid a solid foundation for the emergence and survival of the informal system.Informal institutions in the public policy presents vigorous vitality,it affects and restricts the implementation of public policy.The policy of rural dilapidated houses reconstruction is an important policy of poverty alleviation in China.The main body of policy implementation is the township government,face up to the many farmers,the implementation time of policy is long,the subsidy amount is very large.It provides the best example for public policy implementation.Guizhou province has made remarkable achievements to improve the quality of rural housing since ten years.It solves some problems,such as increasing sense of gain and happiness of farmers and so on.There is no doubt that the effective implementation of a public policy is influenced by many factors,such as the policy itself,the quality of the policy executors,the support of the target group for the policy,and the environment and system of the policy implementation.Therefore,in order to reduce the uncertainty of policy implementation,it is necessary to use the formal system to restrict and stipulate it.However,it is not enough to only pay attention to the formal system to achieve the goal of policy.Of course,not every policy has insufficient execution.The author only studies the policy with implementation deviation.The policy described the policy cannot be fully implemented no matter from any perspectives in this thesis.Therefore,implementation deviation is used to describe the implementation of this type of policy.The author based on living in Town X for a long time,make up for the deficiency of participation and observation through local experience.At the same time,the number of renovation households of dilapidated houses in X Town ranks the first in the county from 2017 to 2019.Many women and children live in the village population,which provides a greater challenge to the implementation of renovation policies of dilapidated houses.Therefore.this thesis is in view of informal systems and take on a point of view that a research method of problems of rural level governance in China by Professor Zhangjing.In order to analyse policy execution ability of ruraldilapidated houses reconstruction in the X town of Guizhou Province.This thesis analyzes the deep reasons that the effect the executive strength of public policy and put forward to countermeasure.In end of thesis.In the background of the society transformation,there is no doubt that informal system must be built and match formal system,and propose some suggestions about informal system.The purpose is to achieve the goal of public policy.and improve execution ability of rural dilapidated houses reconstruction.
