Research On The Implementation Of Rural Dangerous Housing Reform Policy In Cangnan County,Zhejiang Province

As an important part of people’s livelihood,housing has been the focus of attention of the country and society.Although in recent years,our country has been constantly establishing and improving the housing security system,and has achieved remarkable results,but in some poorer areas,poor households are still living in dilapidated housing,there is no way to talk about living safety,let alone improve living conditions.The renovation of rural dilapidated houses is a key measure to adapt to the development trend of the times and solve people’s livelihood problems,and is also the key content of the project.As the year 2020 is the last year of precise poverty alleviation,the reconstruction of dilapidated houses in rural areas has attracted the attention of governments at all levels.This paper takes the policy implementation of rural dilapidated houses in Cangnan County of Zhejiang Province as the object of study,and through consulting literature,on-the-spot investigation,individual interview and questionnaire survey,it is found that although the investment in the policy implementation of rural dilapidated houses in Cangnan County in recent years is increasing,the number of departments participating in the work of rural dilapidated houses renovation is increasing,the level of refinement of the whole renovation work is also increasing,but there are still some problems in the process of policy implementation,such as low efficiency of policy implementation,lack of overall planning and coordination of policy implementation,dissatisfaction of policy relief groups and inadequate policy publicity.The main reasons for these problems are as follows:(1)the impact of the organization of the policy implementation body,such as unclear power and responsibility of the implementation department,lack of value orientation of the implementation personnel and insufficient implementation body;(2)the impact of the implementation system itself,such as the government’s formulation of policies based on its own preferences,the interference of the supporting assessment system and the deviation of the policy content from the actual situation;(3)the causes of the target group for the implementation of the policy on the renovation of dilapidated houses in rural areas,such as the contradiction between the economic concept of the target group and the policy subsidy,the lack of understanding of the policy by farmers and the impact of cultural and psychological factors;and(4)the impact of the environment for the implementation of the policy,such as the unsound system guarantee,the restriction of the level of rural economic development and the low awareness and participation of all sectors of the society in the policies on renovation of dangerous houses in rural areas.Based on the above research and analysis and in light of the actual situation of Cangnan County,this paper puts forward suggestions for improving the implementation of policies on the reconstruction of dilapidated houses in local rural areas from four aspects.Firstly,we should improve the work efficiency of the implementation agencies by clarifying the powers and responsibilities of departments and strengthening the professional training of policy enforcement personnel;secondly,we should adjust measures to local conditions,reasonably refine and supplement policy contents;thirdly,we should coordinate the forces of all parties and enhance the forces for resident construction;fourthly,we should strengthen policy publicity and create a good policy implementation environment.It is hoped that these suggestions can help to improve the efficiency of policy implementation,promote the better implementation of the policy of rural dilapidated housing reconstruction in Cangnan County,let more poor people in rural areas solve housing problems,improve the quality of housing,and thus achieve the expected results of the policy.
