Study On The Service Quality Of Inclusive Childcare In Shanghai

In the face of China’s deep aging population,the liberalization of fertility policy and the high cost and heavy burden of "three education",the research on the service quality of inclusive childcare has been given new characteristics of the times.The contents of care services for children aged 2-3 include family care and socialized care.Inclusive care services are an important measure to promote the inclusive,safe and high-quality care service system.Using in-depth interview and grounded theory to study the quality of care service can not only understand the problems existing in the current promotion of inclusive care pilot,but also analyze the influencing factors of the quality of inclusive care service.Taking Changning District of Shanghai as an example,based on the form of in-depth interview,this paper interviewed the progress of the pilot of inclusive care in Changning District.With the theoretical support of public goods theory and early childhood development theory,combined with in-depth interview and qualitative analysis,this paper studies the impact of inclusive childcare service quality.First of all,this paper combs the relevant literature at home and abroad.Summarizes the development process of childcare services in China,the practical significance and development status of inclusive childcare in Shanghai.Secondly,the article analyzes the influencing factors of the service quality of inclusive care,selects the kindergarten classes in the pilot of inclusive care in Changning District,and selects the parents of2-3-year-old children,kindergarten teachers and managers to collect the interview data.Thirdly,in order to deeply study the influencing factors of inclusive care service quality,under the guidance of grounded theory,with the help of Nvivo11 software,the collected interview data are encoded,and the interview data are conceptualized by using the word frequency function to obtain the Macro Influencing Factors of seven primary nodes of care service quality,Based on the category of Macro Influencing Factors of 7 primary nodes,this paper further analyzes the micro influencing factors of 20 secondary nodes,and then makes a differential analysis on the influencing factors of nursery service quality.It is found that there are many factors affecting the service quality of inclusive care,and there are levels and interrelations;Structural quality,process quality and result quality are three main macro factors.Each factor has different status in the quality of nursing service.Among them,the structural quality of nursery is an important factor;The process quality of teacher child interaction is the core factor;The result quality of child care delivery is the test of the result of the quality of care service.There is an obvious interaction between the structural quality and the process quality.The result quality is the result of the joint action of the structural quality and the process quality;Structural quality,process quality and result quality jointly construct the dynamic development of inclusive care service quality.Finally,the article summarizes the current problems and influencing factors of inclusive care service quality,and tries to put forward targeted suggestions.The main research conclusions of this paper are as follows:(1)through in-depth interviews,it can be concluded that there are the following problems in the quality of inclusive childcare services: problems in sustainable operation,small total amount of childcare services,single content of childcare services,unstable team of childcare talents and imperfect management mechanism.(2)Through the interview coding method and Nvivo11 qualitative analysis,the results show that there are many influencing factors on the quality of nursing service.Structural quality,process quality and outcome quality all have an impact on the quality of nursing services.Among the process quality,the influence of specialty,awareness,emotion and communication ability in the process of teacher-child interaction is more significant.The interaction between structural quality and process quality is obvious.The result quality is the result of the joint action of structural quality and process quality.The three elements jointly construct the dynamic development of inclusive childcare service quality.Based on the above findings,this paper believes that the development of inclusive care services in Changning District has achieved certain results.To some extent,the problem of insufficient supply of 2-3-year-old children’s care has been solved.However,because the inclusive care service is still in the perfect stage,there are five problems in sustainable operation,the total amount of care service is small,the content of care service is single,the team of care talents is unstable,and the management mechanism is not perfect.With the practice in exploration,development in practice and further exploration in the future,the inclusive childcare service system in Shanghai will be more perfect,which will play a greater role in alleviating the difficulty of sending childcare and the high cost of childcare.According to the existing problems in the quality of childcare services,the following seven countermeasures and suggestions are drawn: actively learn from international experience,and change the public childcare services from "bottom-up guarantee" to "moderate universal benefit";Clarify the public service attribute of childcare services and reasonably share the financial guarantee mechanism of childcare services;Strengthen the research on the quality of childcare services and early childhood development;Increase the total supply of nurseries and promote diversified nurseries;Strengthen scientific childcare guidance and enrich the content of childcare services;Strengthen the construction of talent team and broaden the training ways of nursing service practitioners;Update the concept of childcare service and cultivate a rational concept of childcare.
