| Rural construction with digital empowerment is an effective way to realize rural revitalization and promote urban and rural development in China.It is the inevitable trend of rural development in the future,and also the inevitable choice of history and reality.At present,most of the researches of Chinese scholars focus on the concept extension,status quo analysis,practical significance and logic,and realistic challenges of digital countryside,and lack of in-depth investigation and analysis of specific cases and policy tools.Based on this,this paper combines the policy tool theory and policy learning theory to construct an analytical framework between digital countryside and theory,and deeply explores the policy tool learning and innovation path of local government in digital countryside construction.Firstly,statistical software is used to encode and statistically analyze the policy text on digital countryside at the central level,and the characteristics of different types of digital countryside policy tools are summarized.Analysis of the use of policy tools and characteristics of digital rural construction;Then,taking Xiadang Township,Shouning County,Ningde City as the center,field investigation was conducted to explore the policy learning path,application of policy tools and achievements of Xiadang Township in the process of digital rural construction,and analyze the difficulties it faces in realizing digital and information-based transformation.They include limited digital literacy in rural areas,weak informatization personnel,lack of sustainable motivation for innovation,imbalance in resource supply and allocation,and loose rural governance structure.Finally,this paper combined with the case study results,summarized from three aspects in the course of the construction of local government in rural digital tools innovation strategy,one is the number in the construction of rural policy tools to study path,the second is the number in the construction of rural policy tool to select logic,three is the way of digital in the construction of rural policy tools optimization: first,improve literacy: from the closed behind to the assignment of Numbers can;Second,cultivate talents: from weak teams to technology sharing;Third,transforming power: from exogenous drive to endogenous development;Fourth,balanced supply: from allocation imbalance to resource complementarity;Fifth,optimize the structure: from traditional management to collaborative governance. |
