Research On The Policy Text Of Rural Digital Governance In China Since The 18th CPC National Congress

Rural governance is the foundation and focus of national governance.The realization of the strategic goal of China’s rural revitalization is not only the goal of the modernization of rural governance,but also a solid foundation for the realization of China’s modern socialist country.But the current rural governance is facing the bottleneck of development,we must grasp the new digital opportunities,and innovate the way of rural governance.Applying digital technology to all aspects and links of rural governance can better relieve the current rural governance dilemma.Digital technology provides new ideas,new plans and new paths for solving the difficult problems in rural governance and the urgent difficulties and worries of farmers,and provides new impetus for the realization of good governance in rural areas with Chinese characteristics.Promoting the digital transformation of rural governance is conducive to promoting rural economic and social development,providing new development impetus for rural development,thus promoting the implementation of rural revitalization strategy and boosting the construction of digital China.Digital countryside construction has become an important direction and means of rural revitalization,rural digital governance is one of the important aspects of the construction of digital countryside.The government has issued a series of policies to promote the development of rural digital governance.This research takes the rural digital governance policy text at the central level as the research object,takes the governance theory,policy tool theory and digital governance theory as the theoretical basis,and takes the literature analysis,policy text analysis and co-word analysis as the main research methods.By using Rost Content Mining,Ucinet and Netdraw software carried out a descriptive analysis of the policy text,took basic policy tools and rural digital governance system as the analysis dimension to build an analysis framework,and summarized the stages and characteristics of policy changes.Rural digital governance policy experienced three stages:initial,promotion and deepening.The results show that there are shortcomings in rural digital governance policies,mainly reflected in the following aspects:unbalanced application of basic policy tools of rural digital governance;Rural digital governance system tool structure imbalance;The system of rural digital governance policy needs to be improved;Rural digital management evaluation,supervision policy is not sound.In view of the deficiencies in the policy,this study respectively from the rational allocation of basic policy tools to promote structural adjustment;Optimize the tool balance of governance system and promote the digitalization of governance;Making rural digital governance policies more targeted and systematic;To improve the evaluation and supervision mechanisms of rural digital governance and put forward policy suggestions on improving rural digital governance.
