Research On The Optimization Of Policy Tools For Digital Rural Governance In China

The report of the Twentieth National Congress of the Communist Party of China(CPC)proposed that "improve the social governance system of co-construction,co-governance and sharing,and improve the efficiency of social governance." Rural governance is an important part of social governance,and is also the due meaning of the major strategic decision of the CPC Central Committee to implement rural revitalization.The Outline of Digital Rural Development Strategy issued by the Office of the CPC Central Committee and the Office of the State Council pointed out that we should promote the construction of digital villages,improve rural governance capacity,and build a new system of rural digital governance.Through the collection,collation and analysis of the existing policy documents related to digital rural governance,this paper finds that although many achievements have been made in China’s digital rural governance,there are still some areas for optimization,and the use of policy tools is one of them.This paper focuses on how to optimize the combination of policy tools to more stimulate the effectiveness of digital rural governance.It uses content analysis,statistical analysis and other research methods to systematically study the use and selection of digital rural governance policy tools in China.Through sorting out the existing policy culture,it is found that there are still some constraints in digital governance in rural areas,such as weak digital infrastructure,lack of financial support The effect of digital industry has not been shown,and there is also a lack of perfect policy system in digital rural governance.Therefore,how to optimize the combination of policy tools and give better play to the effectiveness of digital rural governance has become one of the urgent problems to be solved.Based on the collected 39 policy texts related to digital rural governance,the qualitative analysis software Nvivo12 plus is used to analyze the text content,and according to the current research status and text characteristics,a two-dimensional analysis framework of the policy tool(X dimension)-application field(Y dimension)is constructed,with a total of 1169 coding points.Based on the above data and analysis framework,this paper makes a statistical analysis of the use of digital rural governance policy tools in China by combining quantitative and qualitative methods,discusses the actual use of the combination of digital rural governance in China,and finds that China has a clear preference for the selection of policy tools for digital rural governance,and the structural proportion is uneven,especially the use of environment-based policy tools is less,and the use of supply-based policy tools is excessive,There are also uncoordinated combination and use of policy tools.At the same time,through the analysis of the application field dimension,there are also situations where the governance field is polarized and the governance mode is not in line with the actual situation.In order to avoid the defects in the combination of policy tools,the above analysis provides suggestions for the optimal selection of digital rural governance policy tools.The introduction of this work,which is comprised of six parts,primarily discusses the research background and significance,as well as the study ideas and research methodologies,digital rural theory,and policy tools theory at domestic and abroad.The second part define the policy tool theory and the related concepts of digital rural governance,such as digital rural governance,digital rural governance,holistic governance theory,etc.The third part introduce the source and basis of policy text selection,constructs the framework of policy tool-application domain,and tests the cod reliability and effectiveness.The fourth part are the distribution statistics of policy tools,according to the cod of the previous part,through statistics of the status of the use of policy tools for rural governance,and a preliminary analysis of the advantages and disadvantages.In the fifth part,according to the choice and combination of policy tools of digital rural governance,the author analyzes the current preference of policy tools according to the policy tools-application framework,at the same time,the paper also raises some questions about the current situation of the structure of policy tools,their internal composition and the coverage of their application fields.The sixth part put forward some suggestions for how to optimize the policy tools of digital rural governance of our country,that is,by optimizing the proportion of the policy tools structure,including the external structure and internal combination;To balance the application of policy tools in various fields;to improve the matching of policy tools-application areas,to achieve greater governance effectiveness.
