A Study On The Choice Of Policy Tools In The Construction Of Business Environment In G District Of S City

Since the term "Business environment" came into China’s vision,the academia and the government have given unprecedented attention and attention to this.With the deepening of cognitive understanding,the level of business environment construction has become an important reference to measure the administrative ability and governance level of local governments.In the practice and analysis of business environment policy,the choice and design of policy tools are the key factors in the process of business environment construction and policy implementation,whether the policy tool design is reasonable and the choice is appropriate directly affects the government governance effect.In the face of great changes not seen in a century,how to further enhance the depth,level and level of government governance under the new development pattern requires us to conduct in-depth discussions on the logic and instrumental rationality behind business environment construction,this puts forward the objective and realistic demand for the introduction of the policy tool theory to construct the new administrative management model.In this paper,the choice of policy tools in the construction of business environment is taken as the central issue of research,relying on the theory of policy tools and the theory of overall governance,using the "Triage" policy tool of Canadian Academics Michael Howlett and M Remash,to advance along the analytical framework of "The critical analysis-typical cases-implementation effect-influence factors-promotion path":on the basis of clarifying the core concepts and theoretical foundations of business environment,policy tools(choices),etc.,analyzing the tool demand of our country’s business environment construction in different stages,microscopically taking the eastern coastal province S city G district as the cut-in point,this paper focuses on the empirical observation on the development process,selection type and application effect of the business environment construction,and at the same time,it combines the experience and enlightenment of the advanced regions at home,on how to make the choice of policy tools for business environment construction in high-quality context,the corresponding optimization path is put forward.The study found that,under the multiple influences of market,state and social logic,no matter in the initial or deepening stage of business environment construction,the mandatory tools,such as institution setting,target planning,supervision and management,are always the leading choice of the government Market,third-party services and other voluntary tools are the least used.Drawing lessons from the domestic excellent practices and enlightenment,we can start with the improvement of policy subject relevance,tool selection structure,supporting mechanism and evaluation mechanism,and so on,to carry out the related path optimization.
